Support Program Helps Residents With Bills During Pandemic
The CARES Household Support Program provides emergency assistance for those with difficulty paying a utility bill or rent due to COVID-19.
BIRMINGHAM, AL — The COVID-19 pandemic has placed hardship on millions of Americans, as unemployment has jumped to historic levels. However, those who are experiencing difficulty paying utility bills or rent have some help, as a support program is in place to provide aid.
The Birmingham Urban League and Jefferson County Committee for Economic Opportunity have been designated administrators of the CARES Household Support Program, which provides emergency assistance for those who’ve experienced a hard time paying a utility bill or rent because of COVID-19.
The services include assistance with outstanding rent or utility balance incurred during the eligibility period beginning March 1 and ending December 30. Those on a fixed income such as social security or SSI are not eligible for this program but may be eligible for other funding.

To be eligible for the program, people must be able to show they are:
- A Jefferson County resident
- Their housing and utility expenses happened between March 1 and Dec. 30, 2020
- They were financially negatively affected by COVID-19.
Residents can apply for aid through the CARES Household Support Program page from the JCCEO.
