About the Position
The Civil Attorney Senior Counsel (Government Advice and Elected Officials) works within the Civil Services Division of the Maricopa County Attorney’s Office. In this role, you’ll focus on litigation and advisory work representing Maricopa County, its agencies, and employees in State and Federal Courts. The Attorney is primarily responsible for providing general advice to and representation of elected officials and various departments within Maricopa County on topics ranging from statutory duties, open meeting law requirements, government contracts, and procurement. You will collaborate with other attorneys and paralegals in and out of the office, as well as with clients, in drafting motions, reports, and other documents and negotiating and working with opposing counsel and others to assist in achieving compliance.

About the Office of the Civil Services
The Civil Services Division of the Maricopa County Attorney's Office serves as a law firm that provides legal representation and advice to the County government, its various elected officials, and agencies, as well as the dedicated employees of Maricopa County. We handle matters such as tax appeals by County taxpayers, environmental enforcement cases, public records requests, and we defend legal actions, lawsuits, and claims brought against the County.
Our division has three practice groups: Government Advice/Electeds, Human Resources/Behavioral Health/Tax, and Litigation. The Civil Services Division is looking to add one lawyer to its Advice Practice Group.

Position Qualifications

Education

  • Juris Doctorate from an ABA-accredited law school

Experience

  • Five years of experience working in civil litigation, which includes providing advice to government agencies

Other Requirements

  • Must have a current Arizona State Bar license and number and be in good standing with Arizona Bar Association at the time of application.
  • Must currently possess or have the ability to obtain a valid Arizona driver's license by the time of hire.
  • The Maricopa County Attorney's Office requires a thorough background check of all successful candidates and is authorized to test prospective employees for the presence of illegally accessed drugs. Testing is conducted once an offer has been extended and prior to placement.

Our Preferred Candidate has

  • Experience practicing law in a government setting
  • Experience handling direct civil trial in the federal and state court
  • Experience in state and federal appellate courts
  • Experience in training and development, providing legal advice to police agencies, and statistical analysis

Essential Job Tasks
The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position.

  • Performs complex legal work and analysis as it pertains to litigation issues involving the client
  • Conducts research and analyzes legal issues using both computerized legal research and hard copy tools
  • Handles a broad spectrum of civil claims as assigned by the Practice Group Leader, including advising government agencies
  • Assists the Civil Division with appeals work, including writing and editing appellate court briefs, defending clients at oral argument when scheduled, and helping other attorneys in the office by preparing appeals and arguments
  • Drafts various documents, including reports and updates motions, memorandums, and various other court documents as necessary
  • Attends court to present and defend the client at status conferences, oral arguments on motions, in evidentiary hearings, and other hearings as set by the court
  • Provides risk analyses and status reports to the Practice Group Leader and, where appropriate, to the Maricopa County Board of Supervisors and clients on all cases and matters assigned
  • Assists with supervising and mentoring non-senior attorneys
  • Responsible for compliance with the continuing legal education requirements and other requirements imposed by the State Bar of Arizona

Working Conditions
Office and courtroom settings in high volume, fast-paced environment with frequent stressful situations. May require extended periods of sitting while completing paperwork, standing, and moving about while performing duties. Must have the ability to travel to and from various County locations for court appearances, meetings, and trainings while utilizing personal or County-owned vehicles. Must have the ability to move up to 20 pounds.

Selection Procedure
The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. Those selected will be assessed based on the evaluation of listed education and experience. The hiring authority will interview and select the successful candidate from a list provided by Human Resources.

All offers of employment made to new hires and rehires at Maricopa County are contingent upon successful completion of a post offer, pre employment thorough background investigation. A background investigation is conducted on a current employee who changes to a Safety Sensitive Position or one having the potential for serious adverse impact on the integrity or efficiency of the County. These requirements do not pertain to employees of elected officials who undergo background investigation processes administered through their respective offices.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on relevant experience, internal equity, and budgetary allowances.
