PHOENIX, AZ — A Phoenix Police Department commander has died after being shot during a domestic violence call Sunday night. Police identified the gunman Monday morning as Jacob Mcilveen, 22, who was later shot dead by police.

A release from police says on Sunday afternoon, Cmdr. Greg Carnicle, a 31-year veteran of the force, was just months away from retiring when he and officers Marissa Dowhan and Alicia Hubert responded to a house at 40th Drive and Pinnacle Peak. A resident said a roommate was "acting peculiar" and other roommates wanted him to leave, the release says.

It began peacefully. Police were helping Mcilveen remove some of his property from the house. At some point, he slammed the door on the officers.

Police went back into the house. They couldn't see Mcilveen, but were talking to him while he was upstairs. As the officers went up the staircase, Mcilveen came out of a room upstairs and began shooting at them. Carnicle, Dowhan and Hubert were all hit.

Another officer who was still downstairs shot in the direction of Mcilveen, but didn't hit him.

Other police on the scene were able to get the wounded cops out of the house. Police negotiators were called to try to get Mcilveen to surrender.

Hours later, Mcilveen walked outside with a handgun. An officer shot him and he was pronounced dead at the scene.

Carnicle, Dowhan and Hubert were taken to a hospital. Carnicle was pronounced dead. Dowhan and Hubert suffered serious physical injuries, police say, but are expected to recover.

Police said in the social media post that Carnicle, 56, held positions in the department including the special assignments unit, K9 and, most recently, overseeing all evening and weekend patrol operations. "He was known for his dry sense of humor and his direct, yet caring style," the release says. He leaves behind a wife and four children, all adults. He was set to retire in the fall.

Dowhan, 23, has been with the department for three years and Hubert, 22, has been with them for two years.

The Phoenix Police Foundation set up donations for Carnicle's family as well as Dowhan and Hubert.

Phoenix Councilman Michael Nowakowski called Carnicle a "true hero," adding he hopes for a quick recovery for the two officers who were shot.
