Gyms, Salons Can Operate Outdoors In Agoura Hills
The city expanded its temporary outdoor permit system to include gyms, hair salons, and other personal care establishments.
AGOURA HILLS, CA — Agoura Hills expanded its temporary outdoor permit to include “gyms, fitness establishments, hair salons, barbershops, and personal care establishments.”
In a new ordinance signed by the city manager last Thursday, the city expanded a program that has already been extended to restaurants and retail establishments. The order includes esthetician, skin care and cosmetology services, nail salons, and massage therapy, but does not include electrology, tattooing, microblading, or permanent make-up or piercing services.
“This will enable more of our local businesses to conduct their businesses outdoors, so hopefully we can help them, because doing so inside is a violation of the public order,” Mayor Ilece Buckley Weber said in a Tuesday YouTube address.

The order, which is in effect until Sept. 30, uses existing LA County guidelines for operating outdoor gyms and hair salons. The ordinance says that like the dining or retail ordinances, businesses can provide their services outside within a private parking lot, private sidewalk, or other private outdoor spaces – called Private Outdoor Areas – located immediately adjacent to their original building.
Businesses are not subject to municipal parking and zoning rules that would normally make such outdoor displays illegal. Instead, they must simply apply for a permit, and obtain written constent from the owner of the Private Outdoor Area.
