SAN FRANCISCO (CBS SF/AP) — Commuters traveling over the Bay Bridge recently have noticed a large backup of freighters parked in the San Francisco Bay, awaiting an opening at the Port of Oakland.

The scene has been repeated in Long Beach. A trade bottleneck born of the COVID-19 outbreak has U.S. businesses anxiously awaiting goods from Asia — while off the coast of California, dozens of container ships sit anchored, unable to unload their cargo.
