The following provides a summary of actions taken by the City Council as part of the special and regular meetings on May 24 and June 7, 2021:Â

Closed Session Report: The Council met at a Special Closed Session meeting on May 24, 2021 to receive an update on the status of negotiation with SEIU regarding an additional holiday. The item was directed by Council to continue at upcoming negotiations.
Proclamations: The Council presented proclamations recognizing Elder Abuse Awareness Month, 100th Anniversary o f the Tulsa Massacre, Zonta Club of Berkeley/North Bay Day, and Loving Day.

Contract with the County of Alameda: The Council authorized the City Manager to enter into an agreement with the County of Alameda for additional library services for Fiscal Year 2021-22.
Status Report on Condition of Eucalyptus Trees on Albany Hill: The Council received an update on the condition of eucalyptus trees on Albany Hill. Preliminary results from the research are expected in one or two months. An informal working group of State, Federal, and local agencies has been formed to collaborate on both research and development of a response plan for East Bay agencies. As more information becomes available, Public Works, the Fire Department, and Community Development Department will collaborate to determine if any modifications to the City’s wildland fire mitigation measures are called for and will provide updates to Council.Â
Biennial Budget Fiscal Years 2021/22 and 2022/23: The Council approved several items listed below as part of the Biennial Budget (support document linked under Item 9-1 of the June 7th City Council Agenda):Â
- Adopted the two-year City of Albany Operating Budget and specific Special Revenue Fund allocations with minor changes to the SSB expenditure plan.
- Established the Appropriations Limit at $25,058,246.
- Amended the City of Albany Master Fee Schedule to be effective July 1, 2021.
- Adopted the tax rate for the pension override tax to fund City of Albany pension obligations.
- Confirmed rates applied to the City of Albany Special Taxes and fees collected on the annual property tax bill.
East Bay Community Energy Default Energy Product Preferences: The Council identified the following EBCE default products (see pie charts below) for each customer category to take effect January 1, 2022. The current default product (Renewable 100) for City of Albany municipal accounts will not change.
- Residential: Renewable 100
- Commercial/Industrial: Renewable 100
- CARE/FERA/Medical Baseline: Bright ChoiceÂ
