Supervisor Lisa Bartlett Names New Chief Of Staff

ALISO VIEJO, CA — Supervisor Lisa Bartlett, Fifth District, announced that she has named Victor Cao as her new Chief of Staff. Cao, who served as the Supervisor’s Deputy Chief of Staff, replaces Paul Walters, who was hired as Chief of the Bureau of Investigation for the Orange County District Attorney’s office last week.

“As Deputy Chief of Staff, Victor has been intimately involved with our key issues and initiatives, which will make for a smooth transition,” said Bartlett. “I’m looking forward to working together to achieve great results for my constituents in the coming year.”

Cao has worked for Supervisor Bartlett since 2014 and has more than seven years of public policy experience in land use, real estate and infrastructure. Before becoming Deputy Chief of Staff, he held the position of Senior Policy Advisor. Prior to joining Supervisor Bartlett’s staff, he directed government affairs on behalf of the Building Industry Association of Orange County (BIA/OC), a trade association with a membership of more than 1,100 companies who employ more than 100,000 people. At
the BIA, he led a number of public policy initiatives throughout Orange County related to housing, workforce development, economic development, regulatory reform, water and transportation, and operated the chapter’s political action committee.

“I am humbled and honored to work with Supervisor Bartlett and continue to serve the residents of south Orange County in this new role,” said Cao. “There are a number of great things happening across the Fifth District, and I look forward to working together to assess needs, address issues and maintain our high quality of life.”

The Fifth District encompasses the South County Cities of Aliso Viejo, Dana Point, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, Mission Viejo, Rancho Santa Margarita, San Clemente, San Juan Capistrano, the community of Shady Canyon in the City of Irvine, as well as the unincorporated communities of Coto de Caza, Ladera Ranch, Las Flores, and Wagon Wheel.

Cao is a graduate of the University of California, Irvine, earning a bachelor’s degree in political science.
