Public Involvement:
According to the Caltrans project development process and pursuant to the CEQA/NEPA process, the opportunity for public comment is during the Public Scoping Period after release of the Notice of Preparation/Notice of Intent (NOP/NOI) in PA/ED, which is anticipated to begin in the first quarter of 2019.

Alternative 11- Connect SR 241 to I-5 via La Pata Avenue Crossing(Local Connection at Avenida Pico)
Alternative 11 would widen I-5 with the addition of one General Purpose lane in each direction from the I-405/I-5 Junction to Basilone Road, just south of the Countyline.
It is noted that the existing I-5 HOV lanes north of Avenida Pico and the OCTA-planned I-5 HOV lanes south of Avenida Pico are intended to function as HOV lanes in the opening year (2025) but would be converted to HOT lanes by CalTrans as part of its region wide regional express/HOT lane network by 2040.
Alternative 11 would include the following improvements to the identified portion of the corridor:
I-5 Improvements
Modify twenty-three existing interchanges along I-5 at Lake Forest Drive, El Toro Road, Alicia Parkway, La Paz Road, Oso Parkway, Crown Valley Parkway, Avery Parkway, SR 73, Junipero Serra Road, Ortega Highway, Camino Capistrano, La Novia Avenue, Stonehill Drive, Pacific Coast Highway/Camino Las Ramblas, Camino De Estrella, Avenida Vista Hermosa, Avenida Pico, Avenida Palizada, Avenida Presidio, El Camino Real, Avenida Califia, Cristianitos Road,
and Basilone Road to accommodate the proposed I-5 widening.
Multi-Modal and Sustainability Improvements
Provide Complete Streets treatments at modified and new interchanges consistent with
Caltrans’ Main Street, California: A Guide for Improving Community and Transportation Vitality (November 2013) and Complete Streets Elements Toolbox Version 2.0 (January 2017); and
Include sidewalks, ADA ramps, and bikeway connections (as applicable) at local arterial
intersections.
Structure Improvements
Under Alternative 11, thirty-eight bridges are present within the project boundary. These bridges would be modified to aid in furthering the purpose of the Project. This bridge work includes widening of the existing bridge platforms, e.g. outside widening or median widening, of one or of both southbound (left) and/or northbound (right) sides of the bridge. New bridges would also be created or rebuilt to further the purpose of the Project.


Is this really the number of lanes we will have through South Orange County? How will they fit that many lanes without destroying homes and businesses along the I-5?
