Beaumont's Street Maintenance Dept. 3250

As we’ve all heard; the City had a wonderful, fully believable scam set up, but not one member of the Public attended. Since the meeting; Steve Mehlman, Beaumont’s current City Clerk and paid Propagandist since 2014, has attempted to distribute the Staff & Councilmen’s lies to the Public.

The stupidest lie put forward by Beaumont Staff and City Councilmen is that the City had no Street Maintenance Department until last week. It’s a stupid lie because it’s so easily verified.

Department 3250 is listed on the Budget as ‘Street Maintenance’. The Street Maintenance Department was listed on the Fiscal Year 2014-2015 Budget with a history of actual expenditures. In Fiscal Year 2011 the Street Maintenance Department spent $2,049,726.

The Street Maintenance Department is also listed on the Fiscal Year 2017-2018 Budget with an Expenditure history going back to Fiscal Year 2015-2016, so every City Councilman currently sitting on the Dais has Approved Budgets with a Street Maintenance Department, but apparently the City Councilmen never bothered to read the Budgets they’ve approved, so they have no idea what the Budgets contain.

Payroll Records show that the Street Maintenance is composed of Employees that have worked in the Street Maintenance Department for over a decade. Street Maintenance Employee Hugo Castro has worked for the City of Beaumont since July, 2002; Hector Gonzalez since September, 2008; and Jose Nunez has worked for the City of Beaumont since October, 2004.

To suggest that these line-workers did not do their job or do not exist is more than insulting to the Employees and the Taxpayers. It is not the line workers that are pillaging the City.

Beaumont City Manager Todd Parton has been employed since November, 2016 and is responsible for preparing the Budget. Did Parton honestly never notice that there was a Street Maintenance Department he was assigned to prepare?

And when Parton went to the Finance Department to ‘establish’ a Street Maintenance Department - was there not one person in the Finance Department that could explain to Parton that the Department was already on the books?

The answer to that question is no, there is no one in Beaumont’s Finance Department that can explain accounting because Beaumont refuses to hire honest, qualified Accountants. The last phony Finance Director, Melana Taylor, was never qualified to be a Finance Director and slithered out the door the first week in June, 2019.

We’ll have to wait until the Meeting is uploaded onto Youtube to see the full extent of the charade, but it appears the City Staff and Council are attempting to promote ‘street maintenance’ in order to deflect from the lack of ‘street planning and construction’.

From 1993 to 2015 the City of Beaumont build 20,000 houses without filing CEQA EIRs and without building necessary infrastructure such as a Recycled Water Facility, Fire Stations, Regional Parks, and adequate Roadways.

After the Raids in 2015 everyone had hope that the City Councilmen would stop the illegal bond and construction scam and build the missing infrastructure. But the Beaumont City Councilmen were never Indicted, so they just brought in a new set of crooks that have kicked Beaumont’s bond and construction scam into high gear - at the expense and to the dismay of the Citizens.

Since the Raids in 2015 the ‘new Beaumont’ City Councilmen have Approved 20,000 more houses and over 9 Million sq ft of warehouses. The Potrero Interchange is being built by Beaumont Taxpayers for the Warehouse Developers, but the asset will be transferred to CalTrans. Oak Valley Blvd. West will become a Truck Route for the warehouse, which will greatly increase congestion at the I 10/OVB interchange and further deplete the property values in Fairway Canyon and Tournament Hills.

Beaumont City Councilman Nancy Carroll and City Clerk Steve Mehlman lead the phony ‘Nowaygateway’ scam to help their buddy Russ Bogh defraud Cherry Valley into thinking that he and Shopoff wanted to build a warehouse instead of high density housing. Once Nancy Carroll got on the Beaumont City Council; she led the charge to build warehouses.

In response to her two faces, Nancy Carroll stated that she’s not actually against warehouses as she first proclaimed; she’s just against warehouses if the area isn’t zoned for warehouses. The entire Pass Area is not suitable for warehouses because it’s surrounded by mountains which will trap the smog.

The 2018/2019 Riverside County Grand Jury has released in Investigative Report on Beaumont’s CFD Bond and Construction Scam. Beaumont’s City Councilmen consider the Grand Jury’s Report of “fraud”, “deceit”, and “conspiracy to deceive the People” as "praise", to quote City Councilman Lloyd White.

To this day not one Beaumont Employee has been fired or sued for their participation in the embezzlement of $400 Million. Urban Logic Employee Kyle Warsinski is still in charge of the City’s Development and Mitigation Fees.

To this day not one honest, qualified Staff Member has been hired. Not one Staff Member has a resume that qualified them for their job title. To quote the Riverside County Grand Jury Report: “It could be seen as a conspiracy to deceived the People”.
