Santa Clara County teenagers in the Foster Youth program plan to buck the trend of troubling numbers and move on to higher education.
SAN JOSE, CA — Being a foster youth isn't the easiest existence. Many teenagers drop out of school. Others become runaways. Some find a worse path.
