Carlsbad City Council Election 2020: 4 Compete For 2 Seats
Carlsbad voters will elect council members to serve in District 2 and District 4.
CARLSBAD, CA — Voters in two council districts will decide in Tuesday's general election which candidate they want to represent them on the Carlsbad City Council.
Four candidates are vying for two open seats on the council. The election of the District 2 and District 4 council members will complete the city's transition from at-large council elections to district elections that started in 2018.
Keith Blackburn, the only incumbent in the council election, is facing opponent Lela Panagides for the District 2 seat. Blackburn, a businessman, retired Carlsbad police officer and community volunteer, was first elected to the council in 2008. Panagides is a small business owner, president of a leadership development firm and community volunteer.

Candidates Teresa Acosta and Phil Urbina are competing for the District 4 seat. Both are business owners and community volunteers.
