Lucky Derby and Phoenix Card Rooms Could Merge Under One Roof

The City of Citrus Heights will meet next month to review a plan that would see the card rooms operate separately in one building.

An application that would see Citrus Heights' existing cardrooms, Lucky Derb and Phoenix, relocate under one roof remains "tentatively still under review," according to city Planning Commission officials.

The applicant is requesting multiple planning entitlements that would allow the two cardrooms to relocate to 6510 Antelope Road, where the two businesses would operate separately in the same building, according to a Planning Commission planning report. The Antelope Road building has been vacant since the closure of a Salvation Army Thrift Store inside the Summer Hills Plaza Shopping Center.

Associate planner Alison Bermudex explains the application will go before a Planning Commission hearing April 10 where all movement on the project will be considered, including the applicant's purchase of licenses for the existing location for the relocations.

According to the planning report, the existing Antelope Road building would be renovated for the businesses and would include the addition of a restaurant, bar and grill. Building improvements include a new entry feature, installation of exterior colored glass, a new paint scheme and other associated site improvements.

The report also indicates before approval the applicant must find a use permit for the operation of a cardroom with alcohol sales within a shopping center zone as well as a number of other permits, including building modification, zoning and a negative declaration on the environmental impact report.
