Officers and paramedics tried to save Ceballos-Alvarez's life but he died at the scene, according to the CHP.
An initial investigation found that he failed to negotiate a curve on the Ygnacio Valley Road off-ramp, drove the car off the left side of the ramp, up an embankment and into a concrete divider. Officers said he was likely not wearing a seatbelt.
