The order was issued due to a Hazmat incident, according to the Fire Department.

CONTA COSTA COUNTY, CA -- The Contra Costa County Fire Department has lifted a shelter-in-place warning issued Tuesday afternoon following a Hazmat incident. The incident was reported around 2:30 p.m. in Pittsburg and involved a possible leak from one or more railway cars that may be carrying hazardous materials.
Fire officials said they were investigating an incident at Jimmo west to Andrew and 17th to Parkside, in Parkside Manor, and said residents should go inside and close all windows and doors.
The shelter-in-place warning was lifted by 3:06 p.m., according to a Twitter post from the fire department.
