Landfill Employees Charged With Grand Theft, Conspiracy

Solano County investigators allegedly recovered about $250,000 in cash the pair allegedly accepted as bribes from waste haulers.

SOLANO COUNTY, CA — Two employees of a waste hauling company were arraigned Wednesday in Solano County Superior Court on grand theft and conspiracy charges, prosecutors said. Marion Allen, of Fairfield and Terri Wilson, of Esparto in Yolo County were each indicted June 21 on one count of conspiracy and 38 counts of grand theft.

Prosecutors said both were working as weight masters in the inbound scale house of Recology's Hay Road Landfill in Vacaville when they allegedly accepted cash bribes from waste haulers in exchange for allowing trucks to bypass the inbound scales and point of sale system between Nov. 14 and Dec. 30, 2015.

An internal forensic audit by Recology revealed the alleged bypass events occurred when Allen and Wilson allegedly were working as weight masters in the scale house.

Prosecutors said investigators served search warrants and recovered $93,057 in cash from Allen's Fairfield home and $154,919 in cash from Wilson's home.

Allen posted a bail bond and Wilson was granted supervised release. They are scheduled for a trial readiness conference in Solano County Superior Court on July 18.
