Hospital Reports Possible Elder Abuse to ECPD
The El Cerrito Police Blotter for March 15-18 also includes two cases of battery on a police officer, two home burglaries, multiple car break-ins, a stolen vehicle with foot chase and arrest, and a "bicycling while intoxicated" arrest.

March 15, 2013Â
Recovered Stolen Vehicle – 5200 block of Ernest AveÂ
At 3:24pm, officers located an unoccupied stolen Toyota Corolla, which had been reported stolen to Oakland PD on 2/19/2013.Â
Residential Burglary -7200 block of Eureka Ave.Â
Between 10:30am to 3:30pm, an unknown suspect pried open the rear door to the residence, ransacked all the rooms, and stole a television.Â
Elder Abuse – 6500 block of Gladys Ave.Â
At 3:45pm, Alta Bates hospital in Berkeley notified the El Cerrito police department that an elderly resident arrived at the hospital with numerous bruises over her body. Officers interviewed the woman at the hospital. The investigation is ongoing.Â
Traffic SafetyÂ
El Cerrito police officers conducted directed speed enforcement on Arlington Blvd. and issued tickets to speeding motorists.Â
Operating a Bicycle While Under the Influence & Warrant Arrest – 11545 San Pablo Ave.Â
Officers conducted a traffic enforcement stop on a bicyclist and arrested the 51-year-old Richmond man for operating a bicycle under the influence of alcohol. The man also had a warrant for a prior DUI case. The man was booked at the El Cerrito Police Department and transported to the Martinez Detention Facility.Â
Warrant Arrest – Cutting Blvd. / Peerless Ave.Â
Officers conducted a traffic enforcement stop and subsequently arrested the driver, a 24 year-old Richmond woman, for a warrant. The woman was booked at the El Cerrito Police Department and transported to the Martinez Detention Facility.Â
Driving Under the Influence – Fairmount Ave. / San Pablo Ave.Â
Officers conducted a traffic enforcement stop and subsequently arrested the driver, a 29 year-old Richmond man, for driving under the influence of alcohol. The man was booked at the El Cerrito Police Department and released to a sober friend.Â
March 16, 2013Â
Miscellaneous Investigation / Missing Person – 10900 block of San Pablo Ave.Â
The mother of a 34 year old male wanted to report him missing after he did not return from psychiatric treatment. Officers learned that the male was transported to John Muir Medical Center for further evaluation and was later released. When the mother was informed of this, she did not want to report her son missing anymore.Â
Warrant Arrest – Potrero Ave. at S. 56th St.Â
At 12:47 pm, officers conducted a traffic stop in the area and learned that the driver, a 44-year-old female from Albany, had a warrant for her arrest out of Berkeley for car theft. Officers arrested the woman, booked at the El Cerrito Jail, and released her on a citation.Â
Vehicle Theft, Fleeing from Police, False Identification to Police, Possession of Burglary Tools, and a Warrant Arrest – S.53rd at School St.Â
At 12:55pm, officers located a stolen black Honda Accord, reported stolen to Richmond PD, parked on S.53rd St. A 37-year-old Richmond man was attempting to start the vehicle. The man fled on foot when officers attempted to detain him. After a brief foot pursuit, officers detained and arrested the man. The man lied about his name, used a fraudulent driver license and had credit cards that did not belong to him. Officers learned the man’s identity and discovered that he was a wanted parolee at large.Â
Petty Theft – Safeway, 11450 San Pablo Ave.Â
At 2:00pm, officers accepted the citizen’s arrest of a 52-year-old woman from Oakland. Safeway loss prevention agents arrested the woman for stealing $122.00 worth of groceries and alcohol. Officers booked the woman at the El Cerrito Police Department and released her on a citation.Â
Drunk in Public - Denny’s, 11344 San Pablo AveÂ
At 2:26pm, officers contacted a 50-year-old man from San Francisco and a 55-year-old man from Richmond, loitering on the bench at the bus stop. Both subjects were highly intoxicated with an estimated blood alcohol content around three times over the legal limit.Â

Officers conducted home security evaluations for several residents, during the shift.Â
Commercial Burglary, Conspiracy, Possession of Burglary Tools, Petty Theft with Priors – Marshall’s, 10794 San Pablo Ave.Â
Officers were dispatched to Marshall’s after loss prevention agents saw two suspects cutting tags off clothing and concealing the items, while in the store. Officers arrived and saw one of the suspects exit the building and then run back inside. Officers apprehended a 40 year-old Stockton woman and a 41 year-old East Palo Alto woman. Officers located merchandise, wire cutters, and clothing tags in the women’s possession. The woman from East Palo Alto had several convictions for petty theft and was known to the business as a thief, from prior incidents. The women were booked at the El Cerrito Police Department and transported to the Martinez Detention Facility.Â
Theft – 1100 block of Liberty St.Â
An unknown suspect entered the victim’s residence through a crawlspace, which led to a bedroom closet. Once inside and under the house, the suspect stole plumbing fixtures and copper pipe. The crime occurred sometime between 3/4/13 at 1200 hours and 3/16/13 at 1750 hours.Â
Recovered Stolen Vehicle – 11299 San Pablo Ave.Â
Officers located a 1987 Toyota Corolla that was reported stolen to Oakland PD on 3/13/13. The vehicle also had stolen license plates.Â
Driving Under the Influence – 10458 San Pablo Ave.Â
Officers conducted a traffic enforcement stop and arrested the driver, a 29 year-old Richmond woman, for driving under the influence of alcohol. The woman was booked at the El Cerrito Police Department and released to a sober relative.Â
March 17, 2013Â
Warrant Arrest - 1400 block of Richmond St.Â
At 8:31am, officers responded to a call of two people verbally arguing at a residence. Officers determined that one of the subjects, a 31-year-old man from El Sobrante, had a warrant for his arrest for battery. Officers arrested the man and booked him at county jail. Hops
Auto Burglary – 7200 block of View Dr.Â
Between 8:00pm and 8:45am, an unknown suspect broke the rear window to the victims GMC utility van, however a metal security screen prevented the suspect from gaining access to or removing property from the van.Â
Auto Burglary – 6200 block of Jordan Ave.Â
Between 11:00pm to 5:00am, an unknown suspect broke the left rear window to the victims Toyota and stole construction hand tools worth $100.00.Â
Auto Burglary – 6200 block of Jordan Ave.Â
At 5:00 am, the victim found that an unknown suspect pried open a toolbox attached to the bed of his truck and removed tools worth over $300.00. This victim discovered that another vehicle was also burglarized.Â
Theft from Auto – 400 Colusa Ave.Â
Between 3:00pm to 8:30am, an unknown suspect opened the door to the victim’s unlocked Mini Cooper and stole electronics.Â
Auto Burglary – 2200 block Carquinez AveÂ
Between 8:00pm to 9:45am, an unknown suspect broke the victim’s passenger side window, on her Nissan, and stole a black purse.Â
Vandalism – 800 block of Elm St.Â
Between 6:00pm to 9:00am, an unknown suspect sprayed painted graffiti on the driver side door of the victim’s vehicle.Â
Driving under the Influence of Alcohol – 2300 block of Humboldt Ave.Â
At 2:29pm, officers conducted a traffic enforcement stop and arrested the driver, a 44-year-old man from El Cerrito, for driving while intoxicated. The male was booked at the El Cerrito Police Department and released on a citation.Â
Possession of Stolen Property – S. 56th St. at Potrero Ave.Â
At 3:00pm, officers contacted a male in the area and found that he had a large bottle of vodka concealed in his pants with a Safeway security cap still on. The 55-year-old man from El Cerrito admitted to stealing the vodka from Safeway and showed signs of being under the influence of alcohol. The man was booked at the El Cerrito Police Department and transported to the Martinez Detention Facility.Â
Residential Burglary – 2400 block of Tulare Ave.Â
An unknown suspect forced entry into the victim’s residence via a rear window and stole property. The crime occurred sometime between 1800 and 2045 hours.Â
Battery on a Peace Officer, Resisting arrest, and Public intoxication – 9937 San Pablo Ave.Â
Officers were dispatched to the Blue Moon Saloon for an intoxicated subject that needed to leave the premises. Officers contacted a 21 year-old Berkeley man in the back parking lot. The man was not wearing either a shirt or shoes. Due to his level of intoxication and appearance, Officers arranged for medical transport. While waiting for AMR, the man spat on one of the officers. The officers changed their tactics and moved to arrest the man for battery. The man tried to escape and failed. Officers took the man to county jail.Â
Warrant arrest – Central Ave. / San Mateo Ave.Â
Officers were dispatched to the 3000 block of Yolo for a man and woman arguing. Officers arrived, learned that the woman was intoxicated, and discovered that she fell into some bushes. Her boyfriend attempted to pick her up and a witness thought the two were physically fighting. Officers located the woman, a 21 year-old Richmond resident, and found that she had a warrant issued for her arrest. They arrested her and booked her at the El Cerrito Police Department. They learned that she had another warrant and took her to county jail.Â
March 18, 2013Â
Battery on a Police Officer / Resisting Arrest / Possession of a Dirk or Dagger – BART path at Blake St.Â
At 8:11am, the mother of a 22-year-old man from San Pablo reported that her son was near Safeway and needed to be evaluated for a psychiatric treatment. Officers located the man on the BART path at Blake St. The male refused to speak with officers and attempted to run away. Officers held the man so he would not escape, but the man struck an officer in his face. Officers arrested the man and found a concealed knife in his pocket. They booked him at the El Cerrito Police Department and took him to county jail.Â
Auto Burglary – 5900 block of Fern St.Â
At 3:45 am, an unknown suspect broke the passenger side window to the victims Ford van and stole an air compressor.Â

Vehicle Tampering – 400 block of Albemarle St.Â
An unknown suspect stole one of the victim’s tires from off his vehicle sometime between 3/17/13 and 7:00pm and 3/18/13 and 5:00pm.Â
Possession of Burglary Tools – BART Path / Lincoln Ave.Â
Officers conducted an enforcement stop on a bicycle, at 1:11am, and contacted a 35-year-old Richmond man who was on probation. During the contact, officers located several burglary tools including a center punch and battery powered band saw. The man was booked at the El Cerrito Police Department and transported to the Martinez Detention Facility.Â
