Encinitas Housing Plan Receives State Certification
The CA Dept. of Housing and Community Development this week approved the City of Encinitas' affordable housing plan.

Encinitas, CA – The California Department of Housing and Community Development (HCD) this week approved the City of Encinitas’ plan to foster the increase of affordable housing alternatives to comply with a statewide mandate. Encinitas and over 40 other California cities were identified by HCD and told to come into compliance with the State Housing Element law by Governor Gavin Newsom, who met with Encinitas Mayor Blakespear and other select mayors earlier this year to address the housing affordability crisis in California. The last Housing Element in Encinitas was approved in 1992.

"This is a great achievement for our City," said Encinitas Mayor Catherine Blakespear. " Encinitas will continue to work diligently to implement our Housing Element programs to promote housing for all economic segments."
Encinitas met the final requirement necessary to obtain housing element compliance by gaining Coastal Commission approval of its Local Coastal Plan amendment in September 2019. This allows the City to implement zoning and development standards that encourage and facilitate development of affordable housing within the Coastal Zone. By gaining State compliance, the City will be able to access, once again, State grant funding.
