New Plant Nursery Could Come to Orangevale

Development will begin on a new retail plant nursery following the Sacramento County Planning Commission's approval of a recommendation that will turn approximately 3,000 square feet of residential land into a commercial zone.

The nursery project will include the building of associated shade structures, parking, and landscaping located at 8880 Oak Avenue in the Orangevale community area, according to a Planning Commission staff report.

To develop the plant nursery, the commission was tasked with considering a General Plan amendment to change the land use designation from agricultural/residential to commercial and offices, along with corresponding community and agricultural amendments. Additionally, to comply with County guidelines, the project required a design review as the existing single-family property would require extensive modifaction to accomodate a retail business.

"The main issue is the introduction of a commercial project into a predominantly agricultural/residential area of Orangevale. The rezone will include a condition that limits the use of the property to a retail plant nursery, which is considered a compatible use with the surrounding area. Additionally, the retail plant nursery building is designed with a rural architectural style that has the design characteristics of a single-family residential house or a barn structure."

The Orangevale Community Planning Advisory Council [CPAC] met in January of 2010 to approve the proposed project. The Council requested the plant nursery be the only land use on-site and that elevations of the building and fence for nursery products be approved by the CPAC prior to construction. The advisory council also advised no traffic flow controls in the parking be developed and that no intrusions be made upon the business's residential neighbors, according to the report.

The existing single-family home includes small outbuildings and other structures including horse paddocks and a round pen which will be removed once construction begins, according to the report. The proposed retail plant nursery will be very similar, in terms of size and operation, to the Fair Oaks Boulevard Nursery located at the intersection of Fair Oaks Boulevard and Mission Avenue in the Arden Arcade community, according to the staff report.
