FREMONT, CA — The Alameda County District Attorney’s Office has filed felony vehicular manslaughter and felony hit and run charges against 25-year-old Rosendo Cruz Vargas of Ceres, a small ton south of Modesto in the Central Valley. Vargas is accused of killing 28-year-old Fremont resident Kiranjot Deol as he rode his bike last Aug. 28.
