City To Introduce Community-Wide Reopening Plan 'Hermosa Shines'

Hermosa SHINES will help establish the City's priorities for moving forward as LA County experiences a reduction in COVID-19 cases.

At Tuesday’s City Council meeting, City staff will introduce Hermosa SHINES, a communitywide reopening, recovery and resilience plan that puts a focus on the vital elements to ensure Hermosa SHINES: (Safety, Health, Infrastructure, New Technology, Economic Development and Service).

Hermosa SHINES will help establish the City’s priorities for moving forward as Los Angeles County experiences a reduction in COVID-19 infections and hospitalizations along with the modifications in the Public Health Order and the state’s Blueprint for a Safer Economy that expand education services and economic and other activities.

Hermosa SHINES will also help inform several upcoming City Council decisions, including the City’s 2021-22 budget, proposals to make Downtown a more welcoming retail, dining and entertainment destination and whether to continue outdoor dining and other pandemic initiatives that supported local businesses and residents.

“These times have presented a unique opportunity for reflection and adaptation as a local government and as a community,” said City Manager Suja Lowenthal. “Our path to recovery can only be traveled together with our community and stakeholders. With the launch of Hermosa SHINES on Tuesday, we look forward to engaging with the City Council and community to identify our City’s priorities for recovering from the pandemic, creating a more resilient community and ensuring a high quality of life for all Hermosa residents.”

City staff will present an outline of the plan on Tuesday, and the City Council has scheduled a Study Session for a more detailed presentation and discussion of Hermosa SHINES on May 13. Following are each of the focus areas in Hermosa SHINES and the proposed priorities for enhancing and expanding City services and activities in these areas:

  • Beach, Strand and Pier Plaza Safety
  • Emergency Preparedness and Response

  • COVID-19 Response and Communications
  • Recreation Programming for Youth, Adults and Seniors

  • Homelessness and Mental Health Services

INFRASTRUCTURE

  • Infrastructure Master Plan Implementation
  • Accessibility Improvements
  • Parks and Open Space Planning

NEW TECHNOLOGY

  • Online Permitting and Payment Systems
  • Virtual Services and Engagement
  • Parking Management and Meters
  • Security Upgrades

ECONOMIC DEVELOPMENT

  • Business Communications and Coordination
  • Permit Streamlining
  • Arts, Culture and Entertainment
