Hermosa Beach's New Deputy City Manager Joins Executive Team On Monday

HERMOSA BEACH – Angela S. Crespi, who served as Finance and Administrative Manager for the City of Newport Beach’s Public Works Department, joined Hermosa Beach’s executive team on Monday as the City’s new Deputy City Manager.
Crespi has worked in City and County government for most of the past 15 years, starting as a City Planner in Carbondale, IL and serving as a Field Representative for Southern Illinois University. Upon relocating to California, she began working as an administrative manager for the County of Orange, OC Public Works and Planning in 2012. She joined the City of Newport Beach in 2014, working initially as Administrative Manager in the Fire Department and then promoting to the position of Finance and Administrative Manager for the Public Works Department in 2019.

In that position, Crespi served as the head of the Finance and Administrative Services Division leading an eleven-person team responsible for budget development and administration, bidding and contracting for services and construction projects, purchasing, personnel administration, records management, grant compliance and program audits, and customer service, among other tasks.
“I am pleased to welcome Angela to Hermosa Beach to serve in this important role of helping the City Manager and the Executive Team deliver excellent service to the community,” said Hermosa Beach Mayor Justin Massey. “Her experience developing and implementing successful City and County programs will be invaluable.”
The City Council approved the budget for and creation of the Deputy City Manager position in 2019 to support the City Manager and her Executive Team in their day-to-day responsibilities, including backing City departments on major initiatives; developing City-wide policies, procedures and programs; leading community engagement efforts, and providing support to the City Council. The Deputy City Manager will also serve as Acting City Manager when needed.
City Manager Suja Lowenthal said Crespi’s experience in developing and administering large-scale projects for Newport Beach, including a $90 million Capital Improvement Program and a 6-year financial capital plan totaling $230 million, made her the top candidate for the Deputy City Manager position. She said the initial priorities for the Deputy City Manager include the City’s budget, grants, the re-opening of City Hall as COVID-19 restrictions are lifted, a comprehensive City facilities’ needs assessment to re-envision facilities to better support the City’s economic development, legislative affairs and work on the City’s homelessness partnership with neighboring cities and L.A. County.
“Angela’s expertise in city government is well-suited to this important role, and I look forward to working with her to continue to serve our community and support our City’s goals,” said the City Manager.
Crespi said she is looking forward to joining the City’s team and – once COVID-19 restrictions are lifted – meeting members of the community in person.

Crespi holds a Master’s Degree in Public Administration and a Bachelor of Arts, both earned from Southern Illinois University, Carbondale. She currently resides in Orange County with plans to move to the South Bay as early as this summer.
