HHPNC Agenda: Transit Village, Funding, Power Outages

The Historic Highland Park Neighborhood Council will meet on Thursday, March 21 at 7 p.m. at the Historic Highland Park Adult Senior Citizen Center.

This week's agenda comprises 12 items, including a presentation from Highland Park Transit Village Developers McCormack, Baron, Salazar (MBS), a discussion of Highland Park's frequent power outages, and a request to consider grants made to the Lummis Day Foundation.

Highland Park Transit Village

Last week, the Highland Park-Garvanza Historic Preservation Overlay Zone Board (HPOZ) sent MBS home with a list of recommendations to improve the appearance and historical appropriateness of the Highland Park Transit Village, the 80-residential unit development, which includes condos and an affordable housing apartment building.

Though the meeting was well attended by community members who wanted to weigh in on issues like density and increased traffic, those issues cannot be considered by the HPOZ board. Those residents were informed that they should air those concerns to the HHPNC, instead.

Power Outages

Two weeks ago, a discussion item regarding Highland Park's frequent power outages was tabled due to time constraints. It's on the agenda again for Thursday evening.

(5min) Tabled from 3/7/13 Discussion and Possible Action: Power outages have become more frequent in Highland Park and the northeast region. Discuss how this can be remedied by possible council follow up and to determine if a transit village can be accommodated given the frequent power outages. – H. Slater

Lummis Funds

The HHPNC will reconsider two grants made to the Lummis Day Foundation in the last year. According to President Monica Alcaraz, both grants were made while HHPNC and Lummis Day Foundation member Teri Bonsell was in the room. Though Bonsell did not vote on the items, Alcaraz said the board needs to consider the motions while Bonsell isn't in the room.

The agenda items read as such:

(10 min) Discussion and Possible Action: Reconsider the Lummis Day NPG, which asked for $1500 to be used for the 8th Annual Lummis Day Festival. This NPG was approved by full Council on February 21, 2013. (15 yes = unanimous) During reconsideration at this meeting, all Council members listed on page 3 of the application are to refrain from the discussion and recues themselves from voting. -M. (10 min) Discussion and Possible Action: Reconsider the Lummis Day NPG which asked for $1500 to be used by the Haggus Society. The Lummis Day Foundation was their fiscal sponsor. This NPG was approved by full Council on November 15, 2012 (17 yes, 1 no). During reconsideration at this meeting, the same council members listed on page 3 of the Lummis Day Festival NPG will refrain from the discussion and recues them from voting on this NPG. -M.
