Potholes, Pot, Homeless Shelter Crisis on ASNC Agenda

The board of the Arroyo Seco Neighborhood Council is set to tackle a wide variety of issues Monday.

The mayor’s pothole blitz, enforcement of the city’s medical marijuana ordinance, and a crisis arising from a shortage of homeless shelters are some of the issues scheduled to figure in the Arroyo Seco Neighborhood Council’s board meeting next week.

The ASNC is scheduled to meet Monday, Nov. 25, at Ramona Hall, 4580 N. Figueroa St.

7. ANNOUNCEMENTS AND UP-COMING EVENTS

7.1. Recreation and Parks Community Meeting/Budget Discussion, December 4th, 2013, Ramona Hall, 6:30 p.m. input received will enable Recreation and Parks to determine methods to increase its annual budget for operations and maintenance over the next five years. 7.2. Create L.A. December 7th presentation by Lisa Brewer of Create L.A., a young non-profit offering free art classes to Northeast area youth on its up-coming Art Show/Silent Auction. More information found at https://create-la.squarespace.com/events.

7.3. LAFD Strategic Plan Input (R. Payan, Public Safety) – announcement of survey at http://surveymonkey.com/s/LAFD whereby stakeholders may participate in developing LAFD’s new Strategic Plan in collaboration with the University of California. Surveys due December 1, 2013.

7.4. Mayor’s Pothole Blitz (C. Pierron, Land Use) – report on submissions and next steps 7.5 Holiday Events (T. Bonsell).

8. COMMITTEE REPORTS – Local Issues and Topic-Based.

9. TREASURER REPORT/BUDGETARY ITEMS (A. Ptashnik).

9.1. Approval of monthly expenditure report.

9.2. Approval of revised budget and strategic plan eliminating reserve fund and allocating $2,000.00 to Outreach, $1,950 to community improvement and $600 to operations.

10. FUNDING REQUESTS

10.1. ASNC Newsletter Funding (Outreach).

Motion: Approve planned and budgeted expenditure of up to $3,000.00 for ASNC newsletter.

10.2. Huizar’s State of Herman Hospitality Funding Request (Hermon Local Issues).

Motion: The ASNC shall approve funding for food and paper products for a light supper to be served prior to Councilmember Huizar’ State of Hermon Address at the Hermon Local Issues meeting on January 9, 2014. Said expenses

are estimated not to exceed $350.00 and food will be purchased from local restaurants in the Hermon community.

10.3. NELA Holiday Parade Funding Request (Outreach).

Motion: Allocate $1,000.00 to the Highland Park Chamber of Commerce in support of annual 2013 Holiday Parade, scheduled December 1, 2013. Chamber of Commerce will produce a pamphlet, which will include a 1/2 page ad for the ASNC.

10.4. NELA Holiday Parade Decorations (Outreach).

Motion: approve up to $100.00 to purchase holiday decorations for the ASNC NELA parade entry, scheduled December 1, 2013. Flatbed truck and driver provided free of charge by stakeholders).

10.5. Funding for Holiday Goodie Bags with ASNC Election Outreach Materials (Outreach).

Motion: Approval of up to $700.00 for purchase of items to make 500 goodie bags for up-coming holiday events that the ASNC will participate in. Goodie bags will include election material.

11. NEW BUSINESS

11.1. Enforcement of Measure D Medical Marijuana City Ordinance (M. Benedict). 

Motion: ASNC to send a letter requesting that the Los Angeles City Attorney, LAPD and City Council move forward forthwith to eliminate any and all Post-ICO medical marijuana collectives (MMCs) deemed to be operating illegally per Measure D.

11.2. Enforcement of Measure D Medical Marijuana City Ordinance (M. Benedict). Motion: ASNC to send a letter to Councilmembers Huizar and Cedillo requesting that a Council File be created to address the possible requirements that all Pre-ICO MMCs that comply with Measure D in location and operations be required to obtain a Police Permit to operate.

11.3. Enforcement of Measure D Medical Marijuana City Ordinance (M. Benedict). Motion: ASNC to send a letter to City Council requesting it act immediately to protect the public health and welfare of patients by enacting regulations that mandate safety measures including, but not limited to, laboratory testing, agriculture inspection and similar protocols to test for contaminants, pesticides, molds and other dangers in medical marijuana dispensed in legal MMCs.

11.4. Homeless Shelter Crisis

Motion: ASNC to send a Community Impact Statement (CIS) in support of Councilmembers’ Huizar and Cedillo’s Motion (12-1690-S2) that the City Council, pursuant to the Municipal Code, recognize and declares a homeless shelter crisis and to designate shelters cited in the Motion as temporary shelters for the homeless from December 2013 through March 2014; and adopt the various findings cited within. 11.5. Motion: ASNC to send a Community Impact Statement (CIS) in support of Councilmembers’ Cedillo – Blumenfield’s, et al, Motion (13-0852-S1) that the Bureau of Sanitation, in consultation with the City Administrative Officer, and Council Offices outline a proposal for an enhanced neighborhood cleanup program throughout the City, including any associated cost attributable to the General Fund and not eligible for Sanitations Special Funds; etc. (N.Zippay/J.Riser).
