Breakdown of Sheriff's Department Billing
The Sheriff's Department suggested that I 'ask the City' why COPPS and RRP Funding is just handed over.

Response from the San Diego County Sheriff’s Department regarding the January 2020 Billing to the City of Imperial Beach. Bottom line; the expenses are all plugged numbers with no receipts to justify the charges. The Sheriff’s Department suggested that I ‘ask the City’ why COPPS and RRP Funding is just handed over to the Sheriff’s Department.
- Payroll Verification - We do not run the actual payroll data as we are currently in a fixed price agreement with the City of Imperial Beach. We do not contract deputies by the hour; we contract by position.
- Invoices/Receipts verifying all indirect costs- Again, we do not run the actual expenditure data for these indirect costs as we are currently in a fixed price agreement with the City of Imperial Beach.
- Explanation of indirect costs- Indirect costs are for the other units within the San Diego County Sheriff's Department that support the staff and services we provide to the City of Imperial Beach.
- Ancillary Services- Services of the San Diego County Sheriff's Department's units related to the following services that will be provided to the City as an integral part of the law enforcement services, such as Crime Prevention, Juvenile Intervention, Financial Crimes, Homicide, Domestic Violence, Traffic Coordinator, Communication, Information Technology Support, and Clerical Support.
- Supplies- San Diego County Sheriff's Department provides all supplies, equipment, and material required for the performance of the required law enforcement services, such as uniforms, radios, office equipment.
- Vehicles- San Diego County Sheriff's Department provides the vehicles required for the performance of the required law enforcement services.
- Space- The cost of the lease for the Imperial Beach Station.
- Management Support- The units that support the required law enforcement services, such as Administrative Staff, Fiscal Staff, Personnel, Data Services, and External Support Costs (i.e. County of San Diego County Counsel)
- Liability- The City of Imperial Beach contributes to the liability fund that protects the City should there be a lawsuit involving the law enforcement services that the San Diego County Sheriff's Department provides
- COPPS and Responsible Retailer Program (RRP) - Please check with the City of Imperial Beach to inquire as to why they requested to have the COPPS funding included and why they require the RRP.
