Dog thief

I gave my little dog to my daughter that lives in Lake Elsinore 2 years ago. The dog has been in our family a long time. My daughter is disabled and legally blind. The dog was her companion. She loves the dog very much. My daughter and her husband did not live together, but he was dying and asked her to come and take care of him in his last days. Her caregiver said she would watch the dog while my daughter was helping her husband. She was only there for 2 weeks before he passed away. Now the caregiver has stolen the dog and refuses to return her..My daughter is heartbroken. She has certificate that the dog was her emotional support dog.. I don't understand how someone could be so cruel to a disabled person.
