Arrest On Pier Captures Public's Attention In Manhattan Beach

Police activity gets attention as Manhattan Beach Police deal with a man who isn't wearing a mask and is thought to be under the influence.

MANHATTAN BEACH, CA — A man arrested on the Manhattan Beach Pier early Saturday evening caused quite a stir among those on the pier, beach, and in downtown Manhattan Beach. The action unfolded after the man was contacted by CSC staff because he wasn't wearing a facial covering and proceeded to walk past CSC personnel and out onto the pier, dog in tow, according to Manhattan Beach Public Information Officer Chris Ineguez. CSC staff believed the man was under the influence.

CSC staff informed Manhattan Beach Police Lieutenant Andy Harrod of the incident, who then contacted the man who was sitting on a bench on the pier with his dog on a leash. When Lt. Harrod saw the man had a dog, which is a violation of MBMC 5.01.040, he began to talk to the man, who reportedly "became further agitated and refused to provide identification so he could be given a citation."

The man then stood up to leave, "at which time Lieutenant Harrod advised the subject he was being detained and requested he sit down. The subject was not cooperative, pushed Lieutenant Harrod out of the way, and proceeded to walk away." Other MBPD officers arrived "shortly after to assist Lieutenant Harrod with this incident," wrote Ineguez in an email.

Those officers then handcuffed and arrested the man, who has been charged with drinking in public [he had a thermos that contained alcohol], having the dog on the pier, not wearing a face covering while in public, and delaying, obstructing or resisting a peace officer. The man was cited and later released, said Ineguez.

The highly visible arrest surprised many [you don't usually walk on the Manhattan Beach Pier and see police arrest someone] and elicited lots of comments, in keeping with the many discussions surrounding police these days. As several MBPD vehicles raced to the scene, sirens blaring, it was nearly impossible not to notice some portion of the interaction between the man, CSC staff and police.
