The Neptunian Woman’s Club (NWC) was found in 1909 and is the oldest civic organization in the South Bay. Founder Mrs. Jessie Bell Smith joined together with nine other women "with a goal of having an immediate impact on the town," according to the group's website. The Club formed before women could vote ye these pioneers "were the driving force behind Manhattan Beach becoming its own city. They were determined to have their own fire, police departments, and school district. These remarkable women were responsible for the first library, the first school, as well as tree planting, botanical gardens, and assembling a Boy Scout troop."
