Investigators do not believe the victim was a gang member, he said. Reports from the scene indicated he was in his mid-20s.
Lt. John Radtke, a detective with the LAPD's West Bureau Homicide Division, told a news photographer at the scene that whoever shot the victim appeared to have walked up on the car.
The shooter may have fled in an older model subcompact vehicle, Richards said.
Anyone with information about the slaying was urged to call the West Bureau Homicide Division at (213) 382-9470.
