
Since it’s been a while, you may not remember that voters approved BART extension to Milpitas in 2000, and BART originally required 15,000 homes around its station, but Milpitas City Council limited the transit area to ~7,000 homes.
Hence, the high density housing in transit area is unavoidable, due to BART funding requirements.

On June 12, 2018, city set the new rules that would require developers of residential projects with at least 10 homes or apartments to set aside, 15 percent of them as affordable on June 12, 2018. An ncrease from 5 unit / 5 percent ruled in 2015.
As you can see why high density housing is unavoidable especially near the transit area.
