Foothill Municipal Water District Announces New Director

MONTROSE, CA – Frank Colcord was named the new director of Foothill Municipal Water District’s Division 5 succeeding Kathy Ross, who had served since 2014. Division 5 isprimarily composed of La Crescenta.

Colcord currently works as a Sr. Environmental Specialist responsible for compliance with state and federal climate regulations. Prior to his current position, he worked as an exploration geophysicist and as a business systems developer in the petroleum logistics industry, according to the press release.

Colcord has lived in the La Crescenta area for about 35 years with his wife and two daughters.

"The Foothill Municipal Water District congratulates and welcomes Mr. Colcord to his new responsibility," the press release said.
