NORTHRIDGE-CHATSWORTH, CA — St. Patrick’s Day 2021 might not be the raucous party it normally is in the West Valley, but thanks perhaps to the Luck of the Irish, it has arrived just as many of the city’s bars and restaurants are reopening at limited capacity.
