The male victim was pronounced dead at the scene and the female was taken to a hospital, but her condition was not immediately available, Herrera said.
The shooting happened inside the apartment where the suspect lives, according to ABC7, which reported that one victim was struck in the head and the other in the torso, with the survivor in grave condition, ABC7 reported.
LAPD Lt Robert Davis said the suspect was shirtless and covered in blood when police confronted him.
"He charged us like a football player and ran right toward us," Davis said.
LAPD Capt. John Egan described the scene as "absolutely outside any norm."
"I've been doing this for 25 years and I've never seen anything like this," Egan said
ABC7 reported that two of the 10 officers involved in tackling and restraining the suspect were hospitalized as a result of exposure to the blood the suspect was drenched in.
Erik Correa, an eyewitness, told ABC7 the suspect was ranting about Hitler, President Barack Obama and terrorists.
Egan said there was no known history between the suspect and the victims.
