Oceanside Maps Out Public Safety Plan for Independence Day Weekend
More than 200,000 people are expected to flock to city's downtown area and beaches during the Fourth of July weekend, according to police.

The Oceanside Police Department issued its public safety plan for the Fourth of July weekend and plans to deploy more than 200 officers to enforce it.
With some 200,000 people expected to flood the downtown and beach areas for the festivities, police will set up a “Safety Enhancement Zone” west of the railroad tracks to the ocean and within the north and south city limits, according to a department press release. City fines for violations in the zone will be tripled.
Streets west of the railroad tracks, between Wisconsin Avenue and Harbor Beach are subject to closure, according to police. The areas which will be most impacted by the festivities include Mission Avenue, Coast Highway, The Strand and the beach areas. Parking lots 26, 29 and 30 will be closed.

Handicapped parking in the immediate beach area is on the north side of the Beach Community Center (Lot 30) and The Strand and Wisconsin (Lot 31). Handicapped passengers are allowed to be dropped off at Surfrider Way at The Strand.
On July 4, The Strand between Wisconsin and Breakwater streets will be closed and parking enforcement will post “No Parking” signs in designated lots.

Residents with off-street parking only will be allowed limited access with proper ID for address verification. Police have laid out roadway closure exceptions for residents and guests:

If residents need to exit the closed areas after the streets have been closed, they will be allowed to leave. If they wish to enter the area after the streets have been closed, they must be able to show proof of residency and confirm that they will be parking in their driveway, garage or off-street parking.
Guests of residents will be allowed into the closed area provided they have an address in the area where they have been invited. The verification process will most likely involve an access point. Officers in the area will make every effort to accommodate the residents and guests of residents.
However, when pedestrian traffic in the closed area becomes so heavy that the safety of pedestrians is being compromised and vehicular traffic cannot safely navigate the area, no resident, guest or resort property vehicles will be allowed into the closed areas. If and when this occurs, vehicles will not be allowed into the closed area until it is determined that the amount of pedestrian traffic is at a safe level for vehicles to travel safely.
Additional rules:
- Smoking is prohibited on the beach, pier and in public places.
- There are no dogs allowed on The Strand on July 4.
- There are no bicycles allowed on The Strand on July 4.
- There are no tents allowed on the beach.
- No skateboards are allowed on public streets.
