ORANGE COUNTY, CA — Voters have marked their ballots for their chosen leaders, on tax measures, and proposals that will shape California for generations to come. Some of closest races in the county are those for the congressional seats. Two main races are under watch: Harley Rouda vs. Michelle Steel for the 48th Congressional District, Gil Cisneros vs. Young Kim for the 39th Congressional District.
