From a Municipal Authoritative Standpoint, LAFD Sought to Publicly Record a Catastrophic EXPLOSION/ARSON as a No-Fault Multi-Family-Complex ACCIDENTAL BLAZE

I had began providing community pamphlets to Beverly Hills and Santa Monica and Hollywood neighbors as soon as March 2014 as well as businesses located regionally at these communities' local establishments, both personally and with human warmth.

My pamphlettering was not about seeking reward. My actions persist after making the point and about creating an avenue of communication, otherwise derided with intention by Los Angeles Fire Department, (LAFD). Rather, Beverly Hills pedestrian and WEHO residents began campaigning to increase strictures on my intellectual diet at local venues where I was persisting to take amnesty and embark on my researches. The homeless catalogue of the WEHO recovery community was enticed by locals to interrupt and abridge my relative calm with paranoias and scenarios of economic martyrdom for myself about town.

I was being blackballed whither plainly by LADBS/LAFD, (Terrezas/Mack) , OR OTHERWISE BY A LOYAL LYNCH MOB STYLE SECT OF COMMUNITY RESIDENTS and ascribing municipal employees associated with an unconventional set of nightclub owners WHO AVIDLY DESIRED TO EMPLOY ME BY REPUTATION AS A FARCE OF STUDY, (Right!) YET MAINLY to disemploy me (of that equal opportunity to enjoy a {larger than average} home as such as well by reputation as a highly developed intenet platform creator and publications writer/editor of HI5VE.co and at hivesiteboxx.com.

They did so with MALICE and VIOLENCE as did Los Angeles Sheriffs’ Department, LASD), academy graduate Phillip Song, slumlord and arsonist collusionist, alongside his mother, In Ok Song a potential alias for B. TAKAGUCHI, to kill me, those dear to me and my betrothed white Chihuahua. [See also Norbert W. This pattern of provocation and fully violent impacts despite lawful notification to law enforcement officials proves that in L.A. Co. and the city of Los Angeles, as from an authoritative municipal standpoint, they (LAFD/LADBS) were looking to publicly orchestrate a public record which creates an averse deflection of causation to any actual motive for arson. Arson report 2013-07-0113 defies the natural order of LAW, it is a LIE! to depict the occurrences at 690 S. Burlington as a No-VICTIM/NO-FAULT MULTI UNIT COMPLEX FIRE, that actually occurred inside an non lawfully maintained LAFD non-fire code- compliant and improperly MIS-regulated single family home that is lawfully, only a house; and was otherwise also being perjuriously illustrated in L.A. Superior Courts as an accidental Natural Disaster/Act of GOD,- with the unusual assistance of an improperly issuanced LAFD red tag restriction, issuanced with unexplainable prolongation/longevity by LAFD Capt’s. Klein and Conway,(despite an authoritative LADBS supplemental Failure to Comply addendum issuanced on July 19th, 2013 to LADBS case #483023).

Furthermore, in the spring of 2015, In Ok Song misleadingly filed as owner, for demolition permits against my residential property with LADBS Mechanical and Engineering Permit Enforcement, cited in LADBS case #483023, [Michael Walker, LADBS legal code enforcement unit liason], despite no cancellation of my rental agreement expressly from Jun Shin, without notification of intent to demolish to the lawful tenant and without lawful ownership, based on a potentially ill devised financial transaction as is expressly evident, in my mind, by a repetitive pattern of documented lies and municipal employee oversights that add up to some pricey conciliations, including the LAFD budget costs for the firefighting expenses associated with Commander Emile Mack and his 127 0' man CLEAN UP CREW, on county time and at Los Angeles' Constituencies' taxpaying expense.

While temporarily residing then at my downtown adjacent residence at 690 S. Burlington, during the June and July of the Summers of 2014 and 2015, I solely reaffirmed to MR. Kim Arthur, LADBS (June 2015 telephonic conversation) and the Calif. State Superior Courts, that my house was not demolition hazard and I could prove it! I then reentered my real property to access my personal property as well as to solely clearance the excess tons of debris by hand and shovel from both the attic and the second story of my home via floor chutes and plastic lining bags into the foyer on the first floor entrance.

LAFD Chief Conway (retired) actually snitched at me and called the Song family home to tattle on me being by intrusion at HOME!, in her house,... and he then accompanied the fraudulent transactionist to my home to physically throw me out in 2014, by LAPD escort. All this despite a court protective order issued that week in my defense from Song. Conway told me, GOOD! “You ! Stay away… From HER!”

Los Angeles municipal housing authorities and Housing regulation agencies, funded by the state allocations and regulated by our municipal rules and work traditions, were not responsibly or expressly doing their job duty(ies) by unjustly aborting my meritorious and truthful tenant allegations against In Ok Song, a fraudulent and enfranchised gang style party of encroachers, to have been a story that I had likely made up.

The LAFD Arson and Counter Terrorism Division of LAFD is located in Elysian Park, (Sunset Road between Echo Park and the M<agnate High School of the Arts ).

Rather the L.A. municipal controversy in seeking relief of responsibility (litigatory) due process/burden of proof for fire incident record #0804, simply illegally employed the use of COLOR OF LAW to conveniently illegally describe the property usage and the victims record on file in an inaccurate though slyly conventional manner, as a "building". Thus, empowering the non-owner’s /non-tenant Songs’ position of placing the emphasis of negligence and hazard on lifestyle failuresome tenants at an apartment multi-family complex, simply by not doing their duty and seemingly by their 'just not wanting to take time to process the necessary paperwork'…

Otherwise, without my ARSON ON BURLINGTON wordpress site, LAFD #11, THE OFFICE of Asst. Fire Chief Emile Mack, was robbing the public by not disclosing evidentiary fact as well as factual information deemed to be common knowledge as is described by the evidence codes. Rather, LAFD arson investigation report #2013-07-0113, brings to light a notion to the contrary; which otherwise creates the larger picture of fraudulent real estate commercial crimes I had reported to LAPD Headquarters Commercial Crimes Investigator Det. :Agent STICE< funding a larger raqueteering scam for millionaire foreigners living an exorbitant lifestyle out of context with Federal housing Law and not in league with regulatory tax records being filed and maintained with the municipal, California state and U.S. Federal taxation guidelines.

They were looking to mislead the public taxpayer constituency, by misinforming the media through an LAFD public statement release issuanced by Jay Humphreys during the July 9th, 2013, fire as an incident that occurred at an apartment complex owned by In Ok Song.

The ARSON INVESTIGATOR, WILKERSON expressed a finding of 'Undetermined' with NO FAITH in my allegations that the incident was an Song Family orchestrated attempted murder to elude reprobation for LADBS case #483023.

These LOS ANGELES city and county employees were not pursuing arson investigation 2013-07-0113 under legal municipal state or Federal fire code policies wither, within the parameters of the codes of profession conduct of LAFD or by the state of California guidelines for public sector employees. Evincingly, as is immediately noticeable when highlighting fact that professional standards were not exercised when reaccounting to note In Ok Song as owner, 8/2013, in a subsequently issued Fire Report #0804,{[8/2013] vs. [2/14], rather changing the cause of ignition from EXPLOSIVES to UNDETERMINED, 2/2014.

Earlier, I’d noted that Nathan at La Murrina had a connection to municipal workers in West Hollywood alongside Noelle Andrews and these discrepancies for stolen LAFD documentary evidence that I had previously had storaged in the vicinity of their boutique chandelier shop is likely a reason of cause for increased pressure to discommunicate MS. Andrews relationship with myself as well as her job, possibly staged, forced or enticed by a third party for profit or prejudice.

There was knowledge within WEHO Sheriff’s Department that Joie was likely assaulted by more than one person because I had pressed the desk staff at the local L.A. CO. affiliate Sheriffs’ department located at the corner of Santa Monica and San Vicente Rd. to take a statement from myself that I had seen her taking lunch in passing that Saturday , just a five minute drive from both West Hollywood Sheriff’s Department and the Beverly Hills Police Department.

Pit bulls are a loving yet volatile stock in America canine breeding industry and most all of Dr. Shipps pit bulls are over 85 pounds with a history of prior ownership without any other recourse for loving domestic care. These dogs have lived disenfranchised from daily conditioning in an emotionally balanced environment that would daily re-enrich their well being. So it is only by consequence, rather, that the (a) community should ask Why? Dr. SHipps, A PETA member, maintains a passionate desire to stockade a fleet of vicious dogs that can’t even be happily and readily walked once a day by the volunteers or staff and at an establishment without a high security perimeter enclosure that is affiliated or licensed or contractually shared with Beverly Hills Municipal yard.

IT is circumspect otherwise that these highly immobilized highly energetic dogs would deteriorate (musculature/psychological) at a rigorous pace, yet…

They also maintain numerous air tight storage freight carboxes on premises, that I have seen located at various Design District lots such as between Zunino’s and Altmans.

Immediately, post arson, I was less skeptic of my situation amidst the furor of snowballing municipal ‘oversights’ that began as a 3-1-1 call to request LADBS code enforcement inspection of my home at 690 S. Burlington, although again, I was literally struggling with buckets of municipal certified documents against IN Ok Song, including LADBS case #483023 and LAHD case #0468.

The same weekend after Noelle Andres introduced herself to me, Nautilus was executed mid road, skull only, with steering wheel precision.

Like I had reported to the Hollywood City Clerk, the following business morning after having discovered a transient sitting roadside, his head deeply wounded and bloody with his eyes bulging with an unnatural distress. Garry Mallicone, a homeless man at the corner of Melrose and San Vicente that I informed LAFD personnel must likely have been abandoned roadside with injuries sometime around bar close on a Saturday nights and 7 a.m. that Sunday morning in 2014. The fire department responded with illicit hazard to then “put him down”, which I tried to prevent, knowing that the extent of his trauma and blood loss would prove fatal because of the deep bludgeoning laceration that had tore through matter. The excessive loss of blood would deride MR. Mallicone from potentially life saving medical operative care at a local medical surgical facility.

IT appeared that MR. Mallicone had bad his head hit multiple times with a pipe or a bat just 2 blocks from WeHo Sheriff’s Department and here , while walking to church, I discovered im amid grief, suffering form from those sustained injuries for up to four hours prior to being transferred to Cedars. When I went to check in on MR. Mallicone, I was told no patient was registered to that medical facility, yet when I caught up to the WEHO medical transport crew leader while he was on a lunch run, I inquired about ‘the man’ and he raved that ‘the patient was going great!”

One of those buckets of documents maintained an original fire incident report #0804, (like the originally issued (withheld) LADBS #483023 Notice to Comply issued by LADBS Inspector Donald Wong in 12/2012.

That original LAFD report stated EXPLOSIVES as the cause of ignition used to ruin my house against me and my family at our home, by our assailants.

That document was strategically and unethically altered by LAFD Arson Inspectors Neu and Wilkerson after February of 2014, a time frame of 9 months for which I, the solely entrapped inhabitant of documented residence at the time of incident, was never asked to comment for further inquiry. IT was altered to reflect a change of ignition to UNDETERMINED and remained so, despite fact that an admission by a lawfully naturalized Guatemalan born complicity of the Song family who was living by an alias through US Dept. of Naturalization, admitted to possession and who unwittingly acknowledged a confrontational situation for motive concerning eviction, otherwise a personal subtenant of an illegal rental scam operation with ‘monies’ payable to the Song Family net-works.

OCTOBER 23, 2009. This is a Los Angles Country Recorded and Govt. seal certified document. AN INITIAL GRANT DEED PURCHASE BY BOTH INDIVIDUALS FOR A SINGLE RESIDENTIAL HOUSE. The purchase transaction lists joint owners, a single man; Jun Sik Shin & a single female; In Ok Song, as REO property purchasers from GMAC LLC in Dallas, Texas

MARCH 23rd, 2013. This is a Los Angeles Co. Govt. Certified document. AN LOS ANGELES DEPT. OF BUILDING AND SAFETY [LADBS], CODE ENFORCEMENT UNIT, [CEU] application for a vacation /easement of municipal code regulations [p1/2]- pertaining to the conversion from a single family dwellilng to a 10 unit HOTEL. In Ok Song is ALREADY [3 years 4 months] presently operating an illegal multi family usage without municipal or county registration with the Dept of Environmental Health or the L.A. Housing Department. A Notice of Substandard Habitability related to LAMC 12.21 (misusage of premises) is already 51 days outstanding. A 45 day maximum to initiate permit application and commencement of works necessary to correct all noted LAMC violations had been exceeded. On this date 12 adult subtenants and a 1 (12 year old) child occupied numerous unregistered & unauthorized units at my residential premises. I was not lawfully informed by LADBS inspector Wong that a Notice of Substandard Habitability had been issued and was awaiting confirmation. LADBS Insp. Wongs’ inspection was limited. He was denied entrance and or could not inspect any of the hold over ‘units’ because of padlocking and non managerial supervision or entrance [key] availability to ‘units’ #1-9 and ‘unit’ #11. Inspector Wong did inspect my residential apartment unit on the attic [2nd & 1/2 story], the stairwells, hallway, kitchen, and porch. Although I initiated case 483023 [see request 180441], I was not properly informed and updated that a Failure to Comply was issued against the name Jun Sik Shin on January 31st, 2013 for the unlawful usage of a Single Family Dwelling or SFD as a multi unit ‘building’. However, on this easement In Ok Song files as OWNER, although she had relinquished ownership 12/10/2010. The assumption is that sister of the owner or Power of Attorney is ‘good enough’ to submit and signature as owner for the Easement application, (which also includes a description of [then] PRESENT USAGE to be operating as a legal SFD). Similarly, In SONG never attempts to reconcile the illegality of her additional subtenancies upon my residential premises at the 690 S,. Burlington ST. address.

After issuing a June 14th, 2013 3-Day EVICTION NOTICE to In Ok SONG for operating { In Ok ‘Judy’ Song, Kak Hon ‘ Bruce’ Song, Phillip Song, Katherine ‘Sunnie’ Ahn} an illegal and unauthorized rental housing income business operation in violation of the premises certificate of occupancy, despite my rental agreement with Jun Sik Shin {solely}, and without the owners written and or documented consent.
