Mendoza is at least the second woman who's been fatally shot at the Starlite Motel in recent years, as 19-year-old Tianna Leui of San Leandro was shot to death there at about 3 a.m. on July 12, 2012.

In March 2014, Andre Moncrease, described by prosecutors as a pimp, was sentenced to 40 years to life in state prison for killing Leui. Prosecutor Laura Passaglia said Lieu had been working as a prostitute for Moncrease but had been trying to leave him and he shot her in the face as she was lying defenseless on a bed at the motel.

In March 2015 the Oakland City Attorney's Office filed a lawsuit seeking to shut down the Starlite Motel, alleging that it has been an epicenter of criminal activity. City Attorney Barbara Parker said that as of March 2015 the motel had been the source of more than 335 calls for service to Oakland police over five years.
