New Homeless Veteran Housing Opens In Tustin, Adding 45 Beds
The extension of OC Rescue Mission transitional housing and services for homeless or formerly homeless veterans in Orange County.
TUSTIN, CA — Orange County Rescue Mission has recently announced the completion of an expansion project at Tustin Veterans Outpost (TVO), a housing facility that offers transitional housing for homeless or formerly homeless veterans in Orange County, along with veteran-specific services including case management, mental health services, educational assistance, vocational training, and food and nutrition assistance, among many other services.
Orange County Rescue Mission along with Oltmans Construction Co., a full-service general contracting firm, broke ground on the expansion in early 2020.
The completed project adds an additional 45 beds to the housing community bringing its total to 71 beds.

Jim Palmer, President of Orange County Rescue Mission, spoke on the project.
“The expansion of Tustin Veterans Outpost will allow us to continue to serve more Veterans in the community,” Palmer said. “We were able to purchase the adjacent three fourplexes to the original Veterans Outpost, allowing us to significantly increase overall capacity. We renovated and updated the complex with the help of our donors and the local community.”

The community lent assistance to modernizing each unit. Howard’s, a Southern California independent appliance retailer, donated full kitchen suites, washing machines, dryers, and TVs for each unit within the community.

“We have been absolutely blown away by the donations we received from the local community and our incredible donors throughout this process,” says Palmer. “Without them, this expansion would not have been possible.”
The Rescue Mission celebrated the completion of the expansion on Thursday, May 13 with a ribbon-cutting ceremony and a 21-gun salute. During the celebration, veterans living at the facility were honored for their service.
Representing Orange County Supervisor Don Wagner was Al Murray, former Mayor of Tustin, who led the Pledge of Allegiance at the event.
“We are forever indebted to the men and women who fought, and continue to fight, for our country,” says Palmer. “Our veterans made the ultimate dedication and sacrifice to the United States, and for that, we believe that no veteran should be homeless, and this expansion is one step closer to that goal.”
