A 4-year-old girl was also injured in the incident. Tuesday morning, Oakland police spokeswoman Johnna Watson said the girl was in stable condition.

A vehicle had stopped at the scene but investigators think it was not involved in the collision, so "the investigation is shifting to a fatal hit and run," Watson said via email.
