Oakland Man Killed In Crash ID'd

He is the same man who left his injured daughter at the scene of a wreck while fleeing police, authorities say.

OAKLAND, CA — A man who died in a solo-vehicle crash in East Oakland last week was identified by the Alameda County coroner's bureau today as 32-year-old Kelvin Govan of Oakland, who had a history of driving violations.

Oakland police said Govan was driving a Saturn Vue SUV in the 1000 block of 98th Avenue at about 10:35 p.m. last Tuesday when the vehicle left the roadway and slammed into a tree.

Govan was pronounced dead at the scene and the cause of the crash has not been determined.

Police haven't disclosed whether drugs or alcohol played a role in the crash.

On Oct. 2, 2014, Govan pleaded no contest to alcohol-related misdemeanor reckless driving and was sentenced to two years' probation.

On Dec. 10, 2015, Govan was sentenced to five years' probation for his felony evading police conviction for an incident on Oct. 8, 2015, in which he sped away from San Leandro police who were looking for armed robbery suspects and crashed his car in Oakland, leaving his injured 6-year-old daughter in the wrecked vehicle while he fled on foot.

San Leandro police issued a $245,000 arrest warrant for Govan after he reneged on a promise to turn himself in to them but he finally surrendered to Oakland police on Oct. 11, 2015.

Court records indicate that on Jan. 23 of this year, Govan was convicted of violating his probation for his 2015 case.
