AGENDA - SAN BRUNO CITY COUNCIL/PUBLIC FINANCING AUTHORITY

Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. Recordings of the City Council meetings are available for listening at the City Clerk's Office and video of the City Council meetings may be viewed at www.sanbruno.ca.gov. Audio CDs with recordings of City Council meetings may be purchased at the City Clerk’s office, or may be listened to at the San Bruno Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting. 2. ROLL CALL/PLEDGE OF ALLEGIANCE
3. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
4. ANNOUNCEMENTS/PRESENTATIONS
a. Recognize the Participants of the Recent “Battle of the Badges” Blood Drive, held on January 2, 2019 at Fire Station 51.
b. Receive the Annual Report from the Traffic Safety & Parking Committee.
5. CONSENT CALENDAR:
All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.
a. Accept Accounts Payable for January 22, January 28, and February 4, 2019.
b. Accept Payroll for February 12, 2019.
c. Accept Reconciliation of General Ledger to Bank Reports and Investment Reports Dated December 31, 2018.
d. Accept Draft Meeting Minutes for the Regular Meetings of January 22, 2019.
e. Adopt a Resolution Authorizing the City Manager to Execute an Amendment to the Agreement with Maze & Associates for Financial Audit Services for Three Fiscal Years in the Amount of $158,124.
f. Adopt Resolution Approving Installation of Red Curb around the Corners at the Intersections of Cherry Avenue and Hickory Avenue, Cherry Avenue and Juniper Avenue, and Cherry Avenue and Holly Avenue.
g. Adopt Resolution Authorizing the Purchase of One Police Department Replacement Vehicle in an Amount Not to Exceed $46,841.
h. Adopt Resolution Amending the City Classification Plan by Adopting Revised Position Description for Planning and Housing Manager.
i. Adopt Resolution Authorizing the City Manager to Execute an Amendment to the Agreement with Park Engineering, Inc. for Construction Management and Inspection Services for the San Bruno Avenue Street Medians Improvement Project in the Amount of $25,000 and Appropriating $25,000 from Measure A Fund.
6. CONDUCT OF BUSINESS:
a. Hold Public Hearing, Waive First Reading and Introduce an Ordinance and Resolution Adding Chapter 12.260 to Title 12 (Zoning) of the San Bruno Municipal Code Establishing Development Impact Fees.
b. Adopt Resolutions for Legislative Actions Required to approve an Official Statement and Purchase Contract in connection with the Refunding of Outstanding Certificates of Participation Series 2000 (Police Facility Financing).

The next Regular City Council Meeting will be held on February 26, 2019 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
