City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. Recordings of the City Council meetings are available for listening at the City Clerk's Office and video of the City Council meetings may be viewed at www.sanbruno.ca.gov. Audio CDs with recordings of City Council meetings may be purchased at the City Clerk’s office, or may be listened to at the San Bruno Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting. 5. CONSENT CALENDAR:

- Accept Reconciliation of General Ledger to Bank and Investment Reports Dated September 30, 2018
- Accept Accounts Payable of October 22, 2018, October 29, 2018 and November 5, 2018.
- Accept Payroll of November 13, 2018
- Accept Draft Meeting Minutes for the Regular Meeting of October 23, 2018 and the Special Meeting of October 30, 2018
- Adopt Resolution Approving Revisions to the City’s Conflict of Interest Code Appendix.
- Adopt Resolution Accepting the Phase 2 Park Pathways and City Facility Parking Lot Rehabilitation Project (Commodore Park and Grundy Park) as Complete, Authorizing the Filing of Notice of Completion with the San Mateo County Recorder’s Office
- Waive Second Reading and Adopt Ordinances Repealing and Amending Portions of San Bruno Municipal Code Title 1 (General Provisions), and Repealing and Amending Portions of Title 2 (Administration and Personnel), Chapter 2.04
- Waive Second Reading, and Adopt an Ordinance Amending Chapter 12.96 of Title 12 (Land Use) of the San Bruno Municipal Code to Establish a Planned Development District, Update the Zoning Map and Adopt a Development Plan for the Mixed-Use Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue
- Adopt Resolutions Authorizing the City Manager to Execute a Maintenance Contract in the Amount of $28,704 for Fiscal Year 2018-19 and a Radio Replacement Contract in the Amount of $342,764 to Telecommunications Engineering Associates Inc.
- Adopt Resolution Authorizing the City Manager to:
- Execute a Five Year Contract with The EDCCO Group, Inc. to Provide As-Needed SCADA System Maintenance and Support Services in an Amount Not to Exceed $40,000 for FY2018-19; and
- Appropriate Available Funds from the Wastewater Capital Fund in the Amount of $20,000 to provide SCADA Services for Wastewater Pump Stations
k. Adopt a Resolution Authorizing the City Manager to Execute an Amendment to the
Agreement with Economic & Planning Systems, Inc. (EPS) for the Preparation of a Development Impact Fee (DIF) Study in the Amount of $15,000 and Appropriating an Additional $15,000 from Fund Balance in the City’s General Fund for a Total Project Budget of $78,735
6. CONDUCT OF BUSINESS:
a. Receive First Quarter Financial Update Report for FY2018-19 as of September 30, 2018 and Adopt a Resolution Approving the Carryover of FY201 7-18 Purchase Order Encumbrances
b. Appeal of the Removal of Two Heritage Trees from the Florida Avenue Park Development Site
c. Adopt Resolution Upholding Decision to Remove a Sycamore Tree from City Right-of-Way
on the Sidewalk near 537 Hazel Avenue and Direct Staff to Plant a Replacement Tree
d. Adopt Resolutions for Legislative Actions Required to Initiate Proposed Refunding of Outstanding Certificates of Participation Series 2000 (Police Facility Financing):
- Resolution of the City Council of the City of San Bruno Approving a Lease Financing and the Issuance and Sale of Lease Revenue Bonds by the San Bruno Public Financing Authority to Refinance Prior Obligations of the City of San Bruno, and Approving Related Documents and Official Actions
- Resolution of the San Bruno Public Financing Authority Authorizing the Issuance and Sale of Lease Revenue Bonds to Refinance Prior Obligations of the City of San Bruno, and Approving Related Documents and Official Actions, and
