The City will be hosting a Joint Study Session of the City Council and Planning Commission on Tuesday, October 30, 2018, at 6:30 pm at the San Bruno Senior Center, 1555 Crystal Springs Road. You are invited to attend the Joint Study Session. At this Joint Study Session, the City Council and Planning Commission will be provided an overview of the four concept Alternatives that have been developed, as well as a summary of the community feedback received during the second round of community engagement. This meeting will also be an opportunity for the Planning Commission and City Council to provide input on the Environmental Impact Report (EIR) Preferred Alternative. Before the Specific Plan EIR can be prepared, an EIR Preferred Alternative must be defined. The EIR Preferred Alternative will be studied in Environmental Impact Report but will not necessarily be the Alternative that is included within the Specific Plan.

City staff and consultants will be present on October 30 to respond to questions and to provide additional analysis or follow-up information. There may also be a need to host an additional Joint Study Session of the City Council and Planning Commission. If so, the meeting date will be provided on the Bayhill Specific Plan website:

Additionally, a staff report will be posted on the Bayhill Specific Plan website in advance of the October 30, 2018 Joint Study Session. The staff report includes:

  • Background Information on the Bayhill Specific Plan
  • Summary of Work Completed to date
  • Overall meeting structure for the 10/30/18 Joint Study Session
  • Key items of discussion

Background Information

As you are aware, the City is leading preparation of a Specific Plan for the Bayhill Office Park and nearby areas. The Planning area is approximately 98 acres in total area and is bounded by Interstates 280 to the west and 380 to the north, El Camino Real to the east, and San Bruno Avenue West to the south. The Bayhill Specific Plan will outline a cohesive, long-term, community driven vision for this key area, which is home to the largest cluster of offices in the city, including Walmart.com, Kaiser Permanente, and the headquarters of YouTube, as well as several other uses.

The first round of community outreach was completed in August and September of 2017, and consisted of a Property Owner Forum, Community Workshop, City Council/Planning Commission Meeting, and Stakeholder Interviews. Based on the results of the initial outreach, and resulting Vision Statement and Project Guiding Principles, as well as information received from YouTube, four concept Alternatives for the Bayhill Specific Plan were developed. The Alternatives explore different ways in which office uses, retail, housing, and public and civic spaces could be distributed within the Bayhill district, framing possible future development patterns.

The second round of community outreach was completed in July and August of 2018, and consisted of a second Property Owner Forum, a second Community Workshop, and an Online Survey. Summary reports for each of these meetings and the Online Survey are posted on the Bayhill Specific Plan website.
