Canepa: Newsom’s budget a victory for students, teachers and public education

REDWOOD CITY – San Mateo County Supervisor David J. Canepa made the following statement today following California Gov. Gavin Newsom’s release of the May revision of the state’s budget for fiscal year 2019-20.

“This budget represents the biggest investment in education in California’s history at more than $81 billion. It addresses the state’s teacher shortage, increases spending for special education and staves off tuition increases for students attending CSU and UC campuses,” Canepa said. “The May revision also funds free community college tuition for first-time full-time students with a $45 million investment. This is an incredible move forward to one day making community college truly tuition free like it was before 1986. Realistically, however, it will take a bit more than $45 million to deliver on the California College Promise program and it is my hope state lawmakers urge the governor to increase this funding even more before the final budget is approved considering our $21 billion surplus.”

The California College Promise program became law in 2017 with the passage of Assembly Bill 19. The law was originally written to provide free tuition to first-time, full-time students who don’t receive the state’s tuition waiver for low-income students. It was amended, however, to give the state’s community colleges the flexibility to either waive fees or expand student programs while continuing to charge students.

“If we are going to promise free tuition then let’s keep that promise,” Canepa said.
