Bi-County Working Group Convenes to Save Seton

Dear Friends,
Our District 5 office convened the first Save Seton Hospital Working Group meeting comprised of officials from San Mateo and San Francisco counties Friday, Oct. 26 at the Health Plan of San Mateo office in South San Francisco. Seton’s owner, Verity Health, filed for bankruptcy Aug. 31. The group formed in an effort to keep the medical center from closing. Seton serves primarily residents in North San Mateo County and southwest neighborhoods in San Francisco. The working group consists of health care administrators, labor and elected officials, doctors and Seton workers. It was a productive first meeting as we looked to define why Seton has struggled financially in recent years. The group addressed Seton’s seismic issue including what work has already been done, what the total cost of the work will be and the $15 million contribution from San Mateo County for seismic upgrades at Seton. When the Board of Supervisors approved the $15 million contribution in December 2017, it was estimated that the total cost of seismic repairs on the campus would be about $65 million.

The group will also study Seton’s payer mix. Up to 87 percent of Seton’s patients are either on Medicare and Medi-Cal. Since Seton acts as a de-facto public hospital, the working group will study what payer mix might be appropriate to keep operations sustainable at Seton. The working group will also study the disparity in Medicare and Medi-Cal reimbursement rates compared to other private and public hospitals in the area. Seton had a $30 million operating deficit in 2017 the working group will study to determine how to stem the hospital’s losses.
Although the purpose of the group is to save Seton, a contingency plan will also be developed to ensure Seton’s patients receive high-quality health care. The hospital is Daly City’s largest employer, with about 1,500 workers. The working group’s core mission is to ensure the 1,500 workers continue to provide health care services to Seton’s thousands of patients. The hospital served 28,000 patients in its emergency room last year. These are some of the county’s poorest individuals and the reason the fight to save Seton Hospital must continue.
Healthy Living, Healthy Lives Health Fair
Join us for the first Healthy Living, Healthy Lives Health Fair 11 a.m., Saturday, November 10 at Serramonte Shopping Center in Daly City. The theme of the fair is “Imagine, Believe, Achieve.”Dozens of vendors will provide information on resources that lead to a healthier community. Cardiologists will be on hand to discuss “The Healthy Heart” and officials with the National Kidney Foundation serving Northern California will test for diabetes and cholesterol. Flu shots will be available and you can have your blood pressure checked as well. Officials with Hep B Free San Francisco Bay Area will be on hand to discuss the importance of being screened and why it’s critical to care for your liver. Airport Noise Map Update
Certain San Mateo County residents who are impacted by jet noise from San Francisco International Airport may be eligible for the “Replacement and Second Chance Noise Insulation Initiative.” These improvements are offered at no cost to eligible property owners. This initiative has two main components: Second Chance Initiative: This initiative gives a second chance to participate in the Noise Insulation Program (NIP) to owners that did not participate in previous phases of the NIP. Replacement Initiative: This initiative provides repair or replacement of eligible acoustical improvements to residential properties that were insulated in previous phases of the NIP, where the improvements have failed. To be considered, the property must be located inside a specific noise boundary corresponding to the area where the average daily aircraft noise level is equal to or greater than 65 decibels.

Best Cities in the Bay Area
“It’s great to be alive in Colma.” San Francisco Magazine has ranked the Bay Area’s 101 cities with Colma being ranked 18. Only three San Mateo County cities ranked higher than Colma on the list. Each city was ranked across seven areas (1 being the best, 101 the worst): education, diversity, health, transit, affordability, public safety and culture. The other District 5 cities ranked as follows: Brisbane (34); Daly City (42); San Bruno (65); and South San Francisco (81). Take note of the Editor’s Rank, however, as South San Francisco was ranked 21 by the magazine’s editors and Daly City was ranked 16. The city of Albany topped the list at number 1 and Antioch ranked 101. Click here to see the rankings. Age-Friendly San Mateo County Initiative is Underway!
To improve the quality of life for all residents and generations in San Mateo County, the county and my office has embarked on an initiative to enhance the age-friendly nature of cities within the county. Age-friendly cities benefit all demographics since these cities tap the economic benefits and social capital of more age groups, and typically lead with more infrastructure innovations. This results in healthier communities.
As the first step, SMC announced in July that they are partnering with the Center for Age-Friendly Excellence (CAFE), a program housed in the Los Altos Community Foundation, on a pilot project to achieve World Health Organization (WHO) designation for three communities within the county over the coming year. WHO has developed evidence-based standards and programs (per eight measurable domains) to guide cities.
The pilot project is funded by the County and they selected CAFE as their partner because of CAFE’s successful prior work with Santa Clara County and the model process they developed, which resulted in every city in Santa Clara County achieving Global Age-Friendly Community designation. San Mateo County staff and a Core Group of community leaders from throughout the county identified Redwood City as their first age-friendly city and then will expand their focus to Daly City and Pacifica.
I and Supervisor Warren Slocum championed the Age-Friendly initiative to improve livability in communities through serving the needs of their diverse populations. CAFE has already organized a six-month task force to guide Redwood City’s application to WHO. Focus groups will follow in November to identify current unmet needs.
