Measure X Bond – Overview and Next Steps

San Bruno, CA. May 9th, 2019. In the months since November 2018 when San Bruno voters overwhelmingly approved the Measure X, $79 million bond to rebuild and modernize San Bruno Park Schools, considerable progress has occurred. At the meeting of the Board of Trustees on May 8, Superintendent Dr. Stella Kemp provided an overview and next steps on the status of Measure X.
Architectural and construction management firms are now in place to begin the planning and design for modernization including construction of the new Allen Elementary School. Voters were assured that the District would exercise due diligence to look at every option it has to use resources prudently to improve the quality and delivery of education in San Bruno Park Schools. The estimated budget for modernizing all six schools is $200 million. The Board must maximize all revenues generated from surplus properties to accomplish completion of its facilities master plan.

Last December, the Board authorized the District to enter into contract with Stratford Schools to purchase the surplus property at the former El Crystal Site. That transaction raised $13. 5 million to leverage with the bond dollars. Under consideration now by the Board is the disposition of the former Engvall school site, currently leased by VP Golf (which remains in operation).
The priority consideration in leveraging surplus property is to improve the educational experience of San Bruno’s children. In order to put the surplus site to its highest and best use, the District needs to identify an entity that would redevelop the property at market value to the District. Once the developer is chosen by the Board, it becomes the City’s jurisdiction to approve a development plan via an application processed by the City.
When a private developer files an application with the City to build a private development on a surplus school property, the City creates a set of conditions that the developer must satisfy to gain approval of and build the proposed project. These conditions cover many areas such as traffic, tree preservation, noise, size of buildings, open space, environmental impacts on the site and surrounding area, housing affordability, etc.
The District is trying to maximize surplus property revenue to leverage with bond dollars to accomplish facilities transformation. In order to achieve what is in the best interest of San Bruno students, District staff and the Board will need to thoughtfully deliberate on the development of the RFP.
The Board will hold a study session, open to the public, on Saturday, May 11, at the Engvall site at 9 a.m. to walk the property.
The Board will then move to the District Office, 500 Acacia, to discuss options for disposition of the Engvall surplus property. It is anticipated the meeting will conclude by 11 a.m. Making decisions on disposition of the property are essential to identifying the budget that will guide the design phase for the rebuild of Allen Elementary School and other modernization projects.
