City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. Recordings of the City Council meetings are available for listening at the City Clerk's Office and video of the City Council meetings may be viewed at www.sanbruno.ca.gov. Audio CDs with recordings of City Council meetings may be purchased at the City Clerk’s office, or may be listened to at the San Bruno Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting.   • CONSENT CALENDAR:

Individuals allowed three minutes, groups in attendance, five minutes. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.

  • Accept Investment Report Dated August 31, 2018.
  • Accept Accounts Payable of September 24, 2018 and October 1, 2018.
  • Accept Payroll of October 9, 2018.
  • Accept Draft Meeting Minutes for the Special and Regular Meeting of September 25, 2018.
  • Approve City of San Bruno Response Letter to the San Mateo County Civil Grand Jury Report titled “Soaring City Pension Costs – Time for Hard Choices.”
  • Approve City of San Bruno Response Letter to the San Mateo County Civil Grand Jury Report titled “Cooperative Purchasing – A Roadmap to More Effective City Procurement."
  • Adopt Resolution Authorizing the Closure of Park Avenue between Chestnut Avenue and Oak Avenue, and Chestnut Avenue between Park Avenue and Williams Avenue on October 31, 2018 between the Hours of 5:00 PM and 10:00 PM.
  • Adopt Resolution Granting an Appeal of the Planning Commission’s Decision to Approve a Conditional Use Permit (UP17-025) for Installation of a New Wireless Antenna on an Existing Utility Pole Located at 123 Elm Avenue.

i. Adopt Resolution Waiving Competitive Bidding Requirements Pursuant to State Law and the San Bruno Municipal Code Due to the Existence of an Emergency, Authorizing the City Manager to Execute a Construction Contract with Izmirian Roofing and Sheet Metal for the Fire Station 52 Reroofing Project in the Amount of $41,440, and Approving a Construction Inspection/Contingency in the in the Amount of $9,288.

6. CONDUCT OF BUSINESS:

  • Appoint Citizens to Fill Vacancies on Commissions, Boards and Committees.
  • Receive Update on Planning Study for the South Linden Avenue and Scott Street Caltrain Grade Separation Project and Provide Direction on Scott Street Closure.
  • Receive a Presentation and Update on the Crestmoor (Glenview) Neighborhood Reconstruction Project and Provide Direction to Staff Regarding the Remaining Trust Balance and Close-Out.
  • Review Report and Provide Direction Regarding Amendments to San Bruno Municipal Code.
