.............................................................BACKGROUND:
The San Bruno Culture and Arts Commission voted in 2016 to embark on a traffic signal
controller boxes art project. The Commission selected six boxes at various locations in San Bruno and assigned a theme to each.


In 2017 the Commission voted to have the artists paint their designs on canvas rather than directly on the utility boxes. High resolution photographs will be taken of each artist’s work and the photos will be converted to vinyl wraps which will then be adhered to the boxes. Vinyl wraps have a lifespan of 6-8 years as opposed to the 3-4 years that is typical of designs that are painted directly on boxes. In addition, sections of vinyl wrap can be easily replaced if needed, due to graffiti or any other reason.


Three separate RFPs were issued for the project over the course of 2018. Each RFP resulted in 1-3 designs being selected. After the third RFP the Commission selected designs for the final two boxes.


...................................................................DISCUSSION:
Of the six boxes included in the project, three are owned by CalTrans and three are owned by the City of San Bruno. Because obtaining permits to install art on CalTrans boxes is a more complicated and drawn out process than adding art to City boxes, staff recommends moving forward immediately with the City boxes portion of the project.

These City boxes have been assigned the themes

Nature,

History, and

High-Tech,

and are located at Crystal Springs Road and Cunningham Way, San Bruno Avenue and 3rd Avenue, and San Bruno Avenue and Cherry Avenue, respectively.

Please note that the artist’s sketch for the History box has a panel depicting an airplane with the word “Francisco” on it. The Commission requested, and the artist agreed, to remove the wording. The final version will depict a red airplane with no wording or markings.

The CalTrans boxes phase of the project will be brought to Council for consideration after the City boxes phase of the project is complete.


..................................................FISCAL IMPACTS:
Funding for the project will come from the City Art Fund. The artist for each box will be awarded $750. A contractor will convert the canvas photographs to vinyl wraps and install the wraps on the three City owned boxes at a cost of $6,230. Adequate funding exists in the City Art Fund to fund this project.


.............................................ALTERNATIVES:
1. Reject the project.
2. Direct the Commission to explore alternative approaches to the project.


.............................................RECOMMENDATION:
Adopt Resolution Appropriating $8,480 from the Restricted Revenues Fund, City Art Program Fees for the Creation and Installation of Art onto Three Traffic Signal Controller Boxes.
