San Bruno Community Foundation Honors 2019 Crestmoor Scholars
At its June 5, 2019, meeting, the San Bruno Community Foundation Board of Directors honored the 2019 recipients of the Crestmoor Neighorbood Memorial Scholarship. Founded in 2016, the Crestmoor Scholarship provides multi-year college scholarship awards to outstanding San Bruno high school and community college students who have demonstrated a strong commitment to the San Bruno community. Receiving scholarships totaling $120,000, the 2019 Crestmoor Scholars include (pictured above, left to right) Michelle Huang (who is headed to UCLA in the fall), Valentina Carreno (UC San Diego), J. Enrique Martinez (San Jose State University), Nicole Liu (UC Berkeley), Zidane Mili (Menlo College), Jasmin Bedolla (College of San Mateo), Zarian Martin (Cañada College), Shriya Jayanthi (University of Southern California), and Kathy Lin (UC Berkeley).
To finance the scholarship program, the Foundation is using a portion of the $70 million in restitution funds resulting from the City of San Bruno’s settlement with Pacific Gas & Electric Company following the 2010 gas pipeline explosion that devastated San Bruno’s Crestmoor neighborhood. The Crestmoor Scholarship honors the community members who most directly endured the destruction of the explosion and resulting fire, especially the eight San Bruno residents who lost their lives, and ensures that the 2010 tragedy is not forgotten.
The Board hosted the Crestmoor Scholars and their families at a reception preceding the June 5 meeting at the San Bruno Senior Center. At the opening of the Board meeting, President Frank Hedley introduced the Crestmoor Scholars, while Secretary John McGlothlin and Board Member Patricia Bohm presented them with their awards at the podium. San Bruno Mayor Rico Medina congratulated the Crestmoor Scholars, who also received San Mateo County Commendations from Supervisor Dave Pine. 2017 Crestmoor Scholar Alexandra Kennedy, who graduated in December from the University of San Francisco with a B.S. in Business Management and who will begin a master’s program in Community Health and Prevention Research at Stanford University this fall, gave a moving testimony of overcoming a myriad of challenges and provided the 2019 Scholars with inspiration and advice as they move forward in their college careers.

Community Grants Fund Will Launch in July
Through the Community Grants Fund, the Foundation will again offer local community organizations the opportunity to apply for grants of up to $25,000 for programs that benefit the San Bruno community.
Updated program guidelines for the 2019-2020 grant cycle and the online application will be available in early July at sbcf.org.
Over the summer, two workshops - on August 20 and September 9 - will offer prospective applicants the opportunity to learn about the Community Grants Fund and the application process. The application deadline will be Wednesday, September 25, 2019, with the announcement of grant awards to be made in December.
More information about the Community Grants Fund will be disseminated throughout San Bruno in early July.
June Board Meeting Summary
The Board of Directors of the San Bruno Community Foundation held its regular monthly meeting on June 5, 2019, at the San Bruno Senior Center. In addition to honoring the 2019 Crestmoor Scholars and receiving a report from Superintendent Kemp, the Board handled other agenda items, including:
Approval of First Responder Effectiveness Strategic Grant: The Board approved a second grant to the City of San Bruno under the Foundation's First Responder Effectiveness Strategic Initiative. This grant, in an amount not to exceed $303,545, will fund the construction and acquisition of a mobile command vehicle, a vital public safety asset that can be deployed at the scene of critical incident, natural disaster, or planned large scale event. Such a mobile command vehicle will serve many purposes for San Bruno first responders, including emergency communications support, a secure area for those managing an incident to meet and develop strategy and plans, much needed power while managing an incident in the field, and an extension of a citywide Emergency Operations Center.
The grant is being funded by donations from Google.org and Google and YouTube employees in recognition of the brave work of San Bruno’s first responders during the April 2018 shooting incident at YouTube's San Bruno headquarters.
Report on Recreation and Aquatics Center Project: On behalf of the Ad Hoc Committee on the Recreation and Aquatics Center Project, President Frank Hedley reported that the project's schematic design phase continues, as the City's architects, Group 4 Architecture, Research + Planning, Inc., develop more concrete design plans and building specifications with consideration for the building’s program elements, project schedule, and project budget. The Planning Commission will receive a report on the project in July, and the schematic design is currently scheduled to come before the City Council for approval in August.
Creation of Ad Hoc Committee on Crestmoor Scholarship: At the request of Executive Director Leslie Hatamiya, the Board created a new committee that will evaluate, after four years in operation, the Crestmoor Neighborhood Memorial Scholarship - what is working well, what could be improved or tweaked, and relevant external factors such as current demographics of San Bruno’s student population and the changing college funding landscape - and make recommendations for any adjustments to the program or possible new programs for the Foundation to consider. The committee, which will consist of Chair Pat Bohm and Committee Members John McGlothlin and Nancy Kraus, will look at such factors as the program's scope, award levels, budget, guidelines, requirements, strategy, outreach, and implementation.
Report on Other Programs: Executive Director Hatamiya reported that the 2019-2020 cycle of the Community Grants Fund will launch in early July and follow the same timeline as last year: online application available at the beginning of July, two grant workshops held over the summer (August 20 and September 9), an application deadline of September 25, and Board consideration of a review panel's recommendations in December. Reporting on the Music Education Strategic Initiative, she reviewed key highlights of the second annual reports submitted by the San Bruno Education Foundation and the Capuchino High School Alumni Association and noted the initiative's recent recognition as the winner of the "Partnerships in Schools" award from the Association of California School Administrators Region 5 (covering San Mateo and San Francisco counties).
Recommendation of Board Applicants to the San Bruno City Council: On behalf of the Ad Hoc Committee on Board Development, Chair Emily Roberts reported on the Committee's efforts to solicit and review applications to fill three upcoming openings on the Foundation's Board of Directors. She reported that in early March the Foundation began soliciting applications from interested community members through an online application form, spreading the word about the opportunity through a variety of communication channels. The Committee reviewed the seven applications received by the April 3 deadline and interviewed all seven applicants in late April. In evaluating the applicants, the Committee considered each applicant’s civic engagement, engagement in the San Bruno community, commitment to SBCF’s mission, professional/volunteer/personal experience and expertise, interpersonal skills and ability to cultivate relationships and convene, facilitate, and build consensus among diverse individuals, and ability to meet the time commitment required of Board members. The Committee also considered – in the context of the entire Board – the skills, experience, education, qualities, and other qualifications that it identified as needs on the Board, based on the Foundation’s current programs, finances, other activities, and stage of organizational development. It considered the assets of continuing Board members as well as needs resulting from the departure of three retiring Board members and discussed the desire to have a Board that reflects the diversity of the San Bruno community.
In light of these considerations, the Committee enthusiastically presented to the Board three applicants – Raul Gomez, Malissa Netane, and Jim Ruane – for recommendation to the San Bruno City Council for appointment to the Foundation Board. The Committee felt that while the applicant pool was extremely competitive, these applicants rose to the top as the three who would best serve the interests of the Foundation at this time. The Board then approved the Committee's recommendation.
In addition, President Frank Hedley announced that Board Member Regina Stanback Stroud recently submitted her resignation from the Foundation Board, effective June 30, 2019, to coincide with her retirement as President of Skyline College this month. In recommending Mr. Gomez, Ms. Netane, and Mr. Ruane to the City Foundation for appointment to the Board for four-year terms beginning January 1, 2020, the Board recommended that the City Council appoint one of three to also fill the remaining six months of Dr. Stanback Stroud's current term.
Report from Investment Committee: Investment Committee Chair Tim Ross reported on the Committee's latest quarterly meeting on May 20, 2019. He gave highlights of the report from Sand Hill Global Advisors, the Foundation's investment adviser, which included the firm's investment outlook and a review of the performance of the Foundation's three investment accounts (Quasi-Endowment, Strategic Pool, and Liquidity Pool). He stated that the Foundation's total investment portfolio currently exceeds $74 million. Mr. Ross reported that the Committee decided to follow last year’s practice of recommending to the Board a Quasi-Endowment payout rate of 1.90%, which would result in an amount ($317,510) sufficient to meet the cash flow needs for the Crestmoor Scholarship and the Community Grants Fund for the upcoming fiscal year. The Board followed the Committee's recommendation and set the fiscal year 2019-2020 Quasi-Endowment payout rate at 1.90%.
Chair Ross also reported that the Committee conducted its annual review of the Foundation's Investment Policy Statement and its Investment Operating Plan with SGHA, declining to recommend any amendments to either document.
Approval of SBCF 2019-2020 Budget: Executive Director Hatamiya presented the Foundation's proposed budget for fiscal year 2019-2020, which the Board approved. The budget includes $1,138,545 in direct program expenses, including $120,000 for the Crestmoor Neighborhood Memorial Scholarship, $200,000 for the Community Grants Fund, and $808,545, for various strategic grants. The budget includes transfers of $317,510 from the Foundation's Quasi-Endowment and $4,781,214 from the Strategic Pool account to fund the Foundation's cash needs in 2019-2020. Per the Foundation's Bylaws, the San Bruno City Council will consider the Foundation's budget at its June 25, 2019, meeting.
The Board also canceled its regular July and August meetings. The Board's next regular meeting will take place on Wednesday, September 4, 2019, at 7:00 p.m. at the San Bruno Senior Center.
