AGENDA - SAN BRUNO CITY COUNCIL - March 26, 2019 - 7:00 p.m.


Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. Recordings of the City Council meetings are available for listening at the City Clerk's Office and video of the City Council meetings may be viewed at www.sanbruno.ca.gov. Audio CDs with recordings of City Council meetings may be purchased at the City Clerk’s office, or may be listened to at the San Bruno Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting. 2. ROLL CALL/PLEDGE OF ALLEGIANCE
3. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
4. ANNOUNCEMENTS/PRESENTATIONS:
a. Receive presentation from Doug Yakel, San Francisco International Airport Public Information Officer, regarding the Airport Development Plan.
b. On Saturday, March 30, 2019, the City of San Bruno will conduct a community discussion at the future neighborhood park site located at 324 Florida Avenue from 9:00 a.m. to 11:00 a.m. The neighborhood and public are welcome to stop by to learn more about the project. A short presentation will be given at 9:30 a.m. Learn more on the City’s website, www.sanbruno.ca.gov/FloridaAvenuePark.
c. On Saturday, March 30, 2019, the City of San Bruno will hold a pop-up event for the San Mateo Avenue Streetscape Plan. The event will be open from 11:00 a.m. to 4:00 p.m. and will be located at the plaza adjacent to Citibank, 475 San Mateo Avenue. This is a great opportunity to provide input and learn more about the existing conditions and preliminary concepts of the Streetscape Plan. d. The San Bruno Community Foundation is accepting applications from community members interested in serving on the Foundation's Board of Directors. For information on the application process and expectations for Board Member roles, please visit the Foundation’s website at www.sbcf.org. Applications can be submitted online and are due by 5:00 p.m. on Wednesday, April 3, 2019.
5. CONSENT CALENDAR:
All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.
a. Accept Accounts Payable of March 11 and 18, 2019.
b. Accept Payroll for March 8, 2019.
c. Accept Reconciliation of General Ledger to Bank Reports and Investment Reports Dated January 31, 2019.
d. Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with Safety Network Traffic Signs, Inc. for the 2018 Traffic Sign Replacement Project in an Amount of $149,575, Approving a Construction Contingency of $22,500, Appropriating $22,500 from the Measure A Fund, and Approving a Total Project Budget in the Amount of $172,500.
e. Adopt Resolution Authorizing the City Manager to Execute the 2018 Amendments to the Water Supply Agreement with the City and County of San Francisco and the Wholesale Customers in Alameda County, San Mateo County, and Santa Clara County.
f. Adopt Resolution Accepting the Sidewalk Repair Project as Complete, Authorizing the Filing of
the Construction Contract Retention in the Amount of $18,590
Notice of Completion with the San Mateo County Recorder’s Office, and Authorizing Release of
g. Adopt Resolution Reducing Existing Red Curb No Parking Zones, and Establishing Red Curb No Parking Zones on Whitman Way Fronting 2081 Whitman Way and Near the Intersection of Whitman Way and Shelter Creek Lane.
h. Adopt Resolution Amending the City Classification Plan by Adopting Revised Position Description for Food Services Coordinator.
6. CONDUCT OF BUSINESS:
a. Appoint Citizens to Fill Two Vacancies on the San Bruno Traffic Safety & Parking Committee and One Vacancy on the San Bruno Citizens Crime Prevention Committee.
b. Receive the 2018 Housing Element Annual Progress Report and Authorize Transmittal to the California Department of Housing and Community Development and Governor’s Office of Planning and Research.

The next Regular City Council Meeting will be held on April 9, 2019 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
