On Saturday, March 9, 2019, the Under 21 Consumption of Alcohol Suppression Team
(<21 COAST Task Force), comprised of personnel from the San Bruno, Pacifica, South San
Francisco Police Departments, along with law enforcement agencies across the State of
California, participated in the Alcohol Beverage Control Statewide Shoulder Tap Operation, and
conducted operations aimed at preventing the accessibility of alcoholic beverages to individuals
under the age of twenty-one. This effort included “Shoulder Tap” Operations that included
individuals under the age of twenty-one requesting individuals to purchase alcoholic beverages
on their behalf.

Ninety-nine people were contacted during the Shoulder Tap Operation that resulted in the
issuance of 5 citations for furnishing alcohol to a minor and 1 citation for possession of an open
container of alcohol. Criminal complaints will be submitted to the District Attorney’s Office
regarding the individuals who furnished alcohol to a minor and possessed open containers of
alcohol.


This operation was made possible by a grant awarded in California to local law enforcement
agencies through ABC’s Alcohol Policing Partnership Program (APP). The Alcohol Policing
Partnership Program was created in 1995 to strengthen partnerships between ABC and local
law enforcement agencies. The program is designed to keep alcohol away from minors.


The members of the <21 COAST Task Force will continue to operate collaboratively in the San
Bruno, Pacifica, and South San Francisco jurisdictions with the goal of reducing alcohol related
crime through enforcement, education, and community involvement.
